Job Specifics

Duties Description Under the direction of the Deputy Commissioner for Technology, the Manager Information Technology Services 2 will be the Business Solutions Director (BSD)/DevSecOps lead for OASAS. This position will oversee projects, day-to-day operations, maintenance of legacy systems, management of data warehouse, infrastructure monitoring and maintenance, and continued delivery of ongoing application needs. This position will supervise subordinate state and consultant staff. The specific duties include but are not limited to:
• Responsible for providing technical leadership and guidance to the application development teams and facilitate product support and development activities.
• Implement standard release and deployment management principles and checklists and automated release and deployment management activities for OASAS applications.
• Oversee re-write of OASAS applications in technologies such as SalesForce/.Net/Java as dictated by the technology roadmap.
• Responsible for the implementation of automated testing for OASAS applications.
• Responsible for oversight of Data Warehouse, Client compute and Security leads and improve the security posture of software systems and platforms.
• Oversee procurement and contract management for vendor-led systems and projects.
• Ensure adherence to existing internal controls, policies, guidelines, standards, and procedures.
• Collaborate and actively participate with other ITS teams on problem resolution.
• Develop annual staffing/succession plans and foster growth opportunities.
• Identify risks and propose potential remediation solutions to management.
• Communicate regularly with other team managers, agency management, and other impacted stakeholders.
• Mentor and guide management team and their staff.
• Perform a full range of supervisory duties including staff reviews, performance evaluations, and disciplinary programs as required by NYS policy.

Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 2, SG29/M3, OR in a position at the SG27/M2 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
