Job Specifics

Duties Description Under the direction of Manager Information Technology Services 2, SG-29, within the New York State Office of Information Technology Services (ITS) Dedicated Support division, Division of the Budget (DOB) section, the Data Analyst 3, SG-27, will be responsible for providing senior strategic and technical leadership within the enterprise data architecture project lifecycle, modeling and designing end-to-end enterprise database solutions and collaborating with stakeholders to strategically align project outcomes with business requirements; establish data management principles and standards. They will oversee the implementation of enterprise data management and business intelligence technical solutions for Division of the Budget’s Integrated Budgeting System (IBS), Oracle Data Warehouse, Appropriation Budget Bills Application (ABBA), eBudget Applications, and other applications or databases as needed.

Specific duties shall include, but are not limited to:

·Implement and maintain logical data modeling, analysis, design, development, and implementation of Business Intelligence, Data Modeling, Data Integration, or Data Warehousing solutions that meet business needs while adhering to all policies and standards.
·Administer technologies related to business intelligence, data modeling, data integration, and data warehousing.
·Design, develop, and maintain models and reports in Cognos and Oracle analytics.
·Develop and maintain ETL and batch processes in PL/SQL, Perl, PowerShell, and Linux Scripting.
·Maintain Linux and Windows scripting servers, tasks, and scheduled jobs.
·Design and implement Data Definition Language (DDL) and Data Manipulation Language (DML) requests, ensuring adherence to standards and best practices.
·Develop, maintain, and ensure adherence to Database Security best practices including design and implementation of roles and privileges.
·Design, develop, maintain, document, and execute Data Refresh and Data Migration procedures.
·Collaborate with user experience, business analysts, and business stakeholders to devise and implement enterprise data strategies, build models, and assess stakeholder needs and goals, considering factors such as performance, scalability, security, and usability.
·Establish how data must be managed at different stages of its lifecycle and who is responsible for which tasks.
·Evaluate new and emerging technologies to determine their suitability for inclusion in a data management technical solutions catalog. Conduct proof-of-concept evaluations and recommend data management and analytics technologies.
·Identify technical risks and develop mitigation strategies to address them. Ensure that data management solutions adhere to security, compliance, and regulatory requirements.
·Drive continuous improvement in data management solution architecture processes and practices. Identify opportunities to streamline processes, improve efficiency, and enhance data management solution quality.
·Assist with coordination of activities across various teams internally at ITS as well as at other NYS Agencies.
·Perform the full range of supervisory responsibilities.

Minimum Qualifications Minimum Qualifications:

Non-competitive: nine years of experience* in data visualization, and statistical models
and data mining tools.

*Substitution: An associate’s degree may substitute for two years of general experience;
or a bachelor’s degree may substitute for four years of general experience. A master’s
degree in data or computer science, informatics, economics, statistics, mathematics, or
a related field, may substitute for one year of general experience; or a Ph.D. in these
fields may substitute for two years of general experience


Preferred Qualifications:

·Preference for candidates holding relevant data management-industry certification, including but not limited to Arcitura Certified Big Data Architect, Certified Data Management Professional (CDMP), and IBM Certified Data Architect - Big Data.
· Proficiency with data modeling and reporting in BI tools such as Cognos, OBIEE
· Expertise in Oracle PL/SQL
·?Experience in data modeling and design, with expertise in Oracle database administration and SQL development.
·?Proficiency in several popular programming languages, including Java, Perl, PowerShell, Python, Standard Query Language (SQL), Scala and others.
·?Strong familiarity via hands-on experience with a wide range of data-related technologies, including SQL/NoSQL databases, ETL/ELT tools, and others.
·?Strong understanding of the key data science concepts, such as data modeling, data analysis, ML framework, etc.
·?Knowledge of popular analytics techniques, as well as common tools, such as Microsoft Power BI and Tableau.
·?Proficiency with modeling tools such as Enterprise Architect, Erwin, or PowerDesign.
·?Strong metadata management skills with the ability to ensure metadata principles are applicable to all organizational data.?
·?Expertise with data lifecycle management (DLM) and strong understanding of how metadata is used during each step of DLM.
·?Knowledge of security, compliance, and regulatory requirements relevant to technical data management solution design.
·?Strong communication skills, demonstrating the ability to effectively facilitate the contribution of both agency stakeholders and IT specialists, allowing both parties to equally contribute to overall objectives. Experience must include:
·?Communicating with C-level managers and other stakeholders to better understand what data the business requires, how it should be collected, and managed.
·?Communicating business requirements to technical teams.
· Clearly articulate the current limitations and capacities of data infrastructure to managers.
·?Ability to multitask, managing multiple projects simultaneously, and prioritizing workload.
·?Strong problem-solving skills with the ability to troubleshoot multiple complex data systems issues, identify the source of problems in a timely manner, and conceive effective solutions.
·?Strong critical thinking skills and business-orientation.
·?Ability to align business needs with technical specifications.
·?Clearly recognizes agencies’ objectives and leverages personal IT expertise, minimizing expenditures and maximizing operational revenues.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
