Job Specifics
Duties Description The New York State Education Department (NYSED) is seeking a candidate for an Office Assistant 3 (Calculations) position in the Office of State Aid. This Office is responsible for the calculation, payment, verification, and projection of over $35 billion in state aid distributed annually to school districts and BOCES in support of public elementary and secondary education in New York State. The incumbent of this position will review and process state aid claims for Building aid (over $3 billion annually). Duties of this position include, but are not limited to, the following:
• Utilize mainframe, PC and web-based State Aid Management (SAMS) computer systems as well as software programs such as Excel, Word, Power Point and Access to enter, store, revise, analyze, display, and report data;
• Use the web-based State Aid Management Systems (SAMS) software program to perform the annual review of school district State Aid claim submissions;
• Identify and resolve inaccuracies and omissions in data using available computerized verifications, checks, computations, reasonability edits, as well as logical, arithmetic, and statistical techniques;
• Use written and verbal communications with school district and BOCES administrators to correct errors, inaccuracies, and omissions in data;
• Assist in the review, processing, and data entry of school district submitted forms required for State Aid calculations;
• Provide direct supervision to Office Assistant 2 staff members
• Respond to requests for education finance related data and services, as assigned
• Establish and maintain communications with appropriate staff in public school districts, other State agencies, and units within NYSED;
• Assist with the development of written guidelines for inclusion in office procedures;
• Perform a wide range of office support and clerical activities such as mailings, filing, and other related activities.
• Assist in collection, checking, and incorporation of data from external sources and ancillary systems into SAMS;
• Assist supervisors to plan, organize, schedule and coordinate work operations and work procedures, as required; and
• Perform other duties as required.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Office Assistant 3 (Calculations).
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SALARY GRADE 12 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent, competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.
This position leads to a maximum salary of $68,630 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
