Duties Description Under the direction of ITS Chief Technology Officer, within Enterprise Network Services the Manager of Information Technology Services 2 will provide essential oversight and managerial support for the statewide Telecommunications Services. ITS Telecommunications provides voice and video unified communications services to all executive agencies. Within Telecom, teams include Orders and Inventory; Tier-2 support and Provisioning; Bulk Provisioning\Onboarding; Tier-3 Support and System Design; Business Processing and System Support. Telecom supports about 70k lines of VoIP service and 100k lines of legacy (non-VoIP) service, over 1500 managed video endpoints, and 22k Webex host accounts.
The MITS2 will oversee operations and management oversight for ITS statewide Voice and Virtual meeting services and the Business Processing and Telephony Systems Support groups. This position is responsible for the daily operation, multiple ongoing projects and initiatives, staffing, as well as contracts and budgets supporting the operation of services. The incumbent will ensure projects are properly tracked, procedures are documented, incidents and requests are responded to in a timely fashion. Maintaining business with multiple vendors providing products and services.
We are looking for a highly organized and detail-oriented MITS2 to join our team. This MITS2 will manage day-to-day oversight, provide necessary leadership to teams, as well as ensure efficient operation and adherence to agency policy and procedure. The ideal candidate will be a self-starter who is comfortable working independently and is able to handle multiple tasks and assignments simultaneously. This position is in-person at least 50% of the time and be able to serve remotely as duties permit.

Specific duties include, but are not limited to, the following:
• Confers with higher-level managers, subordinates, to develop long-term work objectives, taking into consideration technical, fiscal, and staffing resources;
• Ensures the development and maintenance of detailed technical plans for areas of responsibility;
• Defines purpose, scope, and objectives of short-term and long-range projects;
• Assigns work to subordinate supervisors. Monitors project progress, reviews major staff initiatives and products, and makes recommendations as appropriate;
• Monitors progress by project team(s) and the possible impact on current and future services;
• Maintains and monitors short, medium and long-term planning and projects for all services;
• Ensures the development of procedures, standards, and internal controls for the conduct of work within this unit;
• Monitors service compliance and takes appropriate action as needed;
• Responsible for the preparation and maintenance of the unit’s budget;
• Develops or participates in the development, interpretation, review, and communication of ITS policies, procedures, and standards;
• Performs the full range of supervisory responsibilities.

Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 2, SG29/M3, OR in a position at the SG27/M2 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
