Job Specifics
Duties Description This position is in the Organics Reduction and Recycling Section in the Bureau of Waste Reduction and Recycling within the Division of Materials Management in Central Office - Albany. The Division of Materials Management implements statewide programs reshaping the State’s approach to materials management. The Organics Reduction and Recycling Section is responsible for developing regulations and implementing several high-profile programs and legislation surrounding the diversion of organics materials from disposal.
Position specific tasks include, but are not limited to the following:
•Interpretation and development of solid waste management facility regulations;
•Assistance with various oversight activities associated with organics programs;
•Development of outreach and guidance materials for internal staff, regulated entities, and the general public;
•Review of organics recycling facility permit and registration applications for compliance;
•Review annual reports for completeness, accuracy, and compliance with regulatory standards and manage facility data;
•Implementation of the Division’s new online annual reporting process;
•Provide technical assistance to regulated entities and regional staff;
•Manage partner contracts for business assistance with the Food Donation and Food Scraps Recycling Law;
•Participate in the organization of industry events, such as the annual NYSAR3 Organics Summit;
•Performance of occasional site visits and facility inspections;
•Research on the latest developments in organics recycling technology, emerging contaminants, and wasted food diversion policy; and
•Performance of other duties as assigned to support the Department, Division, Bureau, or Section.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC.

Transfer Eligible - One year of permanent competitive service at Salary Grade 22 or higher and either:
Eligible for transfer under Section 70.1: One year of permanent competitive service as a Plant Supt A, Professional Engineer 1 (Civil), Professional Engineer 1 (Civil/Construction), Professional Engineer 1 (Civil/Geotechnical), Professional Engineer 1 (Civil/Structural), Professional Engineer 1 (Civil/Transportation), Professional Engineer 1 (Electrical), Professional Engineer 1 (Fire Protection), Professional Engineer 1 (Industrial), Professional Engineer 1 (Mechanical), or Professional Engineer 1 (Mechanical/HVAC). Additional qualifications may be required.

To transfer under Section 70.4 or to apply under the 55 b/c program, candidates must meet the minimum qualifications below. Please note that if applying under the 55 b/c program, candidates must include with their resume or application, a copy of the letter from the Department of Civil Service which indicates their approval for the 55 b/c program.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Note: If there is a viable promotion list (three acceptors) for this position, candidates who qualify for transfer under Section 70.4 or are applying under the NY HELPS or 55 b/c programs cannot be considered.
Minimum qualifications (provided for transfer under Section 70.4 or applicants seeking to apply under the NY HELPS or 55 b/c programs):
A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.
Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time experience in sanitary, public health or environmental engineering.
Preferred Qualifications:
Knowledge of the solid waste management hierarchy and organics recycling industry. Strong communications skills. Experience writing and interpreting regulations. Education and outreach experience related to organics recycling.
Additional Comments The starting salary for this position is $98,298. This amount is comprised of a base salary of $91,298 and a geographic pay differential of $7,000 specific to the title and location of the position.
The job rate for this position is $122,252. This amount is comprised of a base salary of $115,252 and a geographic pay differential of $7,000 specific to the title and location of the position.
Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Overnight travel may be required.
Telecommuting may be available, will be discussed at interview.
