Job Specifics

Duties Description The Office of Financial Management, Division of State Operations Financial Management, Bureau of State Budget Services is recruiting to fill a Senior Budgeting Analyst/Budgeting Analyst Trainee, position. The incumbent of this position will serve as the OMH Credit Card point of contact and agency liaison for the Office of Mental Health.

The incumbent of this position will provide essential support to the agency’s OMH SFS Security Administration, Administrative Support Procedure Manual, and Internal Controls. Specific duties may include, but are not limited to, the following:

Working closely with Facility Business Officers, the Consolidated Business Office (CBO), Bureau of Procurement Enterprise System (BPES), and Budget Analysts, creates and maintains Internal Controls and Administrative Support Procedures related to facility business office fiscal operations, and related central office procedures.

Provides technical assistance to OMH staff in implementing new or revised Statewide Financial System (SFS) administrative processes.

Provides technical assistance to OMH staff in implementing new or revised Travel processes.

Provides technical assistance to OMH staff in implementing new or revised Credit Card processes.

Ensure State-issued credit card reconciliations are completed in a timely manner and follow-up with facilities/division to ensure reconciliation compliance.

Monitor expenditures, generate spending reports, and disseminate the reports to OMH facilities and Central Office divisions. Generate, analyze, and comment on routine reports from various internally and externally managed data systems.

Reviews, designs and controls organizational forms.

Develops and implements a records management program for filing, protection, and retrieval of records.

Evaluates and ensures internal controls program complies with necessary laws, rules and regulations.

May supervise or coordinate the efforts of lower-level administrative support employees in compiling specific studies, surveys, projects and documentation.

Understand the basic budget process and activities as it relates to the Statewide Financial System functions.
Serve as agency liaison to facility staff, Central Office program staff, and NYS Business Service Center (BSC), and SFS.

Minimum Qualifications NY HELPS Qualifications:
Budgeting Analyst Trainee 1: Four years of experience in budget estimation, justification, and expenditure control functions.*

Budgeting Analyst Trainee 2: Five years of experience in budget estimation, justification, and expenditure control functions.*

Senior Budgeting Analyst: Six years of experience in budget estimation, justification, and expenditure control functions.*

*An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Transfer:
Candidates must have permanent status as a Senior Budgeting Analyst and be eligible for lateral transfer; OR be eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law by having one year of permanent competitive service in a qualifying title within two salary grades.

The starting salary for this position will vary based on the selected candidate’s education and/or experience. Candidates appointed at a trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary:

$53,764 (Budgeting Analyst Trainee 1)
$59,994 (Budgeting Analyst Trainee 2)
$66,951 (Senior Budgeting Analyst, full performance level)

For current New York State employees, the starting salary is based on the candidate’s salary at the time of hire.
