Job Specifics

Duties Description The New York State Education Department’s (NYSED) Payroll Unit is seeking candidates for a Payroll Examiner 4 position. Under the supervision of the Associate Director Human Resources 3, the Payroll Examiner 4, will provide information and advice on issues relating to salaries, deductions, taxes, miscellaneous payments and internal controls. The Payroll Examiner 4 will oversee the processing of payroll and certify the issuance of bi-weekly payroll for (NYSED) positions statewide. Duties of this position will include but not be limited to the following:

• Direct and coordinate the payroll for NYSED and the New York State School for the Blind (NYSSB) including the receipt and audit of time records for hourly payroll staff and the preparation of biweekly payroll to meet processing and reporting requirements;
• Certify the payroll for submission to external control agencies, such as the Office of the State Comptroller (OSC), Division of the Budget (DOB), Office of Employee Relations (OER), and the Department of Civil Service (DCS);
• Collaboratively with unit management establish, evaluate and revise agency payroll procedures and ensure compliance with OSC, DOB, DCS, OER, New York State and Local Retirement System (NYSLRS), New York State Teacher’s Retirement System (NYSTRS) guidelines and related contract provisions;
• Manage timely and accurate submission of payroll transactions and resolve discrepancies;
• Perform duties related to payroll and time and attendance management for hourly employees;
• Respond to inquiries from Department leadership, managers, supervisors, employees and Human Resources Management staff related to payroll issues;
• Work with ERS for salary Service Credits for ERS members;
• Supervise the work of staff within the Payroll Unit at NYSED and NYSSB;
• Serve as subject matter expert in processing and auditing of assigned payroll transactions, and direct report’s submission of transactions;
• Advise and provide direction on complex payroll cases;
• Perform independent decision making in managing the Department’s payroll operations; and
• Perform other duties as requested.

Minimum Qualifications MINIMUM QUALIFICATIONS:

PROMOTION: Current State employees must have 1 year of permanent competitive service as Payroll Examiner 3.

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as Payroll Examiner 4.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SALARY GRADE 23 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Non-competitive Promotion: If there are three or fewer qualified candidates, a permanent appointment may be made as a non-competitive promotion pursuant to Section 52.7 of the Civil Service Law. To qualify, candidates must have one year of permanent competitive or 55b/c service as a Payroll Examiner 3.

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the New York State Education Department of our intention to conduct a non-competitive promotional examination for the position of Payroll Examiner 4 in Albany. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if a non-competitive examination is approved by the Department of Civil Service.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have 1 year if permanent competitive service as Payroll Examiner 3. Provisional candidates must take the examination for Payroll Examiner 4 when it is next offered and must be reachable on the resulting eligible list to maintain employment.

It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a permanent, competitive appointment. This may be a temporary provisional appointment. Provisional candidates must take the examination for Payroll Examiner 4 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position leads to a maximum salary of $109,650 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
