Job Specifics
Duties Description Under the direction of the Commissioner for the Office of Children and Family Services (OCFS) the Chief of Staff (COS) responds on behalf of the Commissioner to issues that arise, both internally and externally. The position will be responsible for the following:
Directs projects originating from the Governor’s Office and/ or the Commissioner;
Serves as an organizer for legislative budget hearing preparation, State of the State, and external facing presentations;
Collaborate with the agency leadership team to drive change management processes to adapt to evolving issues and agency needs. Preferred candidate will have a proven track record of project management success in the child welfare, juvenile justice and or child care fields.
Develop and implement community outreach activities; including education programs through lectures, presentations, events, meetings, or other necessary communications with community stakeholders.
Collaborates with teams that are responsible for project planning for policy analysis and provides oversight to ensure the integrity of the databases and accuracy of statistical reports and data summaries, including graphics and tables that portray data, for use in policy analyses, briefings and reports.
Disseminates information and communicates ideas and policies on behalf of the Commissioner.
Foster a culture of innovation, impact and data-driven decision-making.
Collaborate with agency leadership and external stakeholders to develop policies to improve services for children and families in the critical areas of child welfare and juvenile justice.
Represents the Commissioner at meetings, conferences, public events, and develops and maintains relationships with key stakeholders;
Lead external workgroups, particularly relative to childcare, child welfare, juvenile justice.
Travels to various regions across New York State and to state facilities as needed.
Works with Legislative Affairs to ensure timely follow up on legislative and constituent matters.
Performs additional duties as requested by the Commissioner.
Minimum Qualifications Bachelor’s degree
In addition, eight years of experience managing projects or teams.
Public sector or human services experience is preferred.
In addition, the ideal candidate will possess the following skills:
• Ability to be a self-starter, function independently
• Ability to collaborate and work well in a team environment
• Possession of excellent analytical skills
• Possession of excellent oral and written communication skills.
Additional Comments Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
