Job Specifics
Duties Description Under the direction of the Thruway Communications Assistant Supervisor, the Senior Radio Dispatcher is the first supervisory level responsible for the supervision of Radio Dispatcher staff. Duties include, but are not limited to the following:
• Provide coaching, mentoring, and on-the-job training to Radio Dispatchers.
• Perform verbal and formal counseling and provide retraining to correct performance deficiencies as needed.
• Monitor radio and telephone operations verifying information is entered into the Computer Aided Dispatch (CAD) program and assigned to field personnel in a timely and efficient manner.
• Work closely with the on duty Technical Sergeant to ensure all CJIS requirements are being adhered to when handling privileged information.
• Serve as the on shift point of contact between Thruway Duty Officers, State Police, Thruway maintenance, tow trucks, and outside Traffic Management Centers.
• Assist the Communications Supervisor and Assistant Supervisor with scheduling, recording of work performed for payroll, performance evaluations, customer service complaints, and other administrative duties as assigned.
• Assist the Emergency Management Duty Officer in the creation of reports for other agencies for any significant events, such as storms.
• Utilize computer programs including DYNAC, IRD, CARS, ITAS, CCTV, VERO, Vanguard, WTAS, to monitor real-time traffic conditions and assess potential impacts on the New York State Thruway and take appropriate actions as needed.
• Serve as the backup operator for the Tarrytown Operations Center (TOC), utilizing the PSIM program to monitor security access for personnel on the Governor Mario M. Cuomo Bridge.
• Monitor the Toll Gantry Alarm System and report any issues to appropriate IT personnel during off hours to ensure uninterrupted collection of toll revenue.
• Ensure AMBER and Missing Persons Alert information is disseminated as directed by the Missing Persons Clearing House.
• Monitor the condition of the radio system and report any issues to Radio Repair technicians or the Thruway Network team.
Minimum Qualifications Current New York State employee with one year or more of qualifying permanent competitive or 55-b/55-c service allocated to a Grade 14 or above and eligible for transfer under Section 70.1of the NYS Civil Service Law. Or,
Provisional Appointment Pending Examination:
Current New York State Thruway Authority employees with one year or more of qualifying permanent competitive or 55-b/55-c service as Communications Technician 1 or Radio Dispatcher.

Non-Competitive Promotion (NCP):
If there are three or fewer qualified candidates interested in appointment to this position, the appointing authority will request approval from the NYS Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. To be eligible for the NCP, candidates must meet the following qualifications:
Current New York State Thruway Authority employees with one year or more of qualifying permanent competitive or 55-b/55-c service as Communications Technician 1 or Radio Dispatcher.
NY HELPS Qualifications:
Two years of experience as a police, emergency services, or public safety dispatcher, or as a member of a paid or volunteer fire company or emergency medical services squad; or two years of experience as a radio dispatcher of a mobile fleet; or two years of experience in a traffic management center; or two years of active duty service and an honorable discharge from the United States military as a dispatcher of military police or security personnel.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay Range from Hiring Rate $57,751 up to Job Rate $82,199.
Recruitment & Retention Pay: $7,000.
