Job Specifics

Duties Description Within the Bureau of Accounts Management (BAM) Travel Unit, the Administrative Specialist will include:
- Internal communication with travelers, supervisors and cardholders regarding travel rules and address travelers' inquiries;
- External communication with other state agencies and travel-related vendor partners;
- Outreach to cardholders and their supervisors with reminders for timely transaction reconciliation, escalation, and enforcement;
- Managing new travel card applications ensuring requirements are met, reviewing and approving requests, conducting periodic reviews of cardholders data;
- Collection and analysis of travel related data, dissemination of travel rules and guidelines, and training on travel related topics;
- Problem solving of expense report processing issues, assistance to travelers on travel and travel card related issues

Minimum Qualifications Reassignment: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a
Senior Administrative Analyst/Trainee 1/2

Permanent Transfer Candidates:
Current NYS employee with one year of permanent or contingent permanent, competitive, service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Senior Administrative Analyst, SG18, Administrative Analyst Trainee 1, NS, or Administrative Analyst Trainee 2, NS.
The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

NY HELPS Non-Competitive Minimum Qualifications:

Administrative Analyst Trainee 1: Four years of experience* conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.

Administrative Analyst Trainee 2: Five years of experience* conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.

Senior Administrative Analyst: Six years of experience* conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.

*An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Preferred Qualifications: Experience utilizing Statewide Financial System (SFS). Knowledge of OSC's Guide to Financial Operations (GFO) and NYS Travel rules.

Additional Comments This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
