Duties Description The George A. Jervis Clinic at the NYS Institute for Basic Research in Developmental Disabilities is a unique, state operated diagnostic and research clinic (Part 676), that serves children and adults with Intellectual and Developmental Disabilities, genetic disorders, epilepsy and Autism Spectrum Disorder. The clinic is multi-disciplinary, providing psychiatric, psychological, behavior, developmental behavioral pediatric and other evaluations to individuals seeking diagnosis and/or recommendations for challenging presentations. We are seeking a Licensed Clinical Social Worker with experience working with individuals with Intellectual/Developmental Disability (IDD) and their support systems and service providers, to work to facilitate the successful operation of our outpatient clinic. Candidate should have excellent clinical and communication skills, and experience supervising clinicians of varying disciplines (social work, psychology, medical). Experience with individuals/families with rare genetic diseases is a plus as is a history of working in social services/patient care.

PRIMARY DUTIES AND RESPONSIBILITIES not limited to:
• Provide direct daily supervision of staff including medical physicians, psychologists, research scientists, social services, nursing, and other personnel in the provision of support operations for services provided to individuals with developmental disabilities at the Jervis Clinic.
• Oversee and evaluate the Jervis Clinic in meeting goals and service expectations of individuals, families, advocates, and agencies and remain consistent with statewide policy and procedure
• Provide oversight and direction to administrative and clinic staff to ensure compliance in meeting the various needs of the individuals
• Respond to all inquiries from OPWDD, DDRO’s, voluntary agencies and families with regards to available services and address presenting needs of the developmentally disabled individual
• Analyze efficiency reports in order to implement, monitor and revise new and existing policies and procedures and review reports and evaluations from supervised staff to ensure consistent quality and delivery of services across multiple disciplines.
• Provide support to the Clinic Medical Director and agency Director and Deputy Director and Director of Operations as needed, serve as intermediary to clinic staff when appropriate.

Minimum Qualifications Open Competitive: possession of a license and current registration as a licensed clinical social worker in New York State.

Transfer:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status. Once you are in permanent status, your official probationary period will begin and you may take any promotion exams for which you are qualified.

• Please note that starting salary for this title reflects the Geographic Pay Differential and Downstate adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for Grade 23 ($86,681), Geographic Pay Differential ($18,000) and Downstate Adjustment ($4,000). Geographic Pay Differential and Downstate Adjustment is added to the job rate ($109,650).

• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.

• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.

• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
