Job Specifics

Duties Description The Health Program Administrator (HPA) position will work in the Division of Vaccine Excellence's Bureau of Vaccine Programs, which oversees the Vaccines for Children and Vaccines for Adults Programs.

This position will be located in the Vaccine Ordering and Technical Assistance unit and will provide technical assistance via phone, email and teleconference to enrolled providers, which include doctor's offices, local health departments, federally qualified health centers, and other sites. This assistance will involve resolving problems by interpreting vaccine program guidelines and regulations, providing information, responding to routine correspondence and inquiries, and gathering information as needed. The HPA will draft internal procedures and guidance which align with state and federal requirements such as federal regulation and guidance, as well as state public health law and guidance. The HPA will ensure provider compliance with vaccine management policies and procedures outlined in the Provider Agreement by reviewing provider vaccine orders, vaccine inventory, vaccine requests, and reporting of immunization administration data in accordance with public health law. The HPA will ensure vaccine orders are conveyed to appropriate data systems daily, monitor and estimate provider needs, coordinate data entry of vaccines returns and/or wastage, and reconcile vaccine shipping issues.

In regards to communication with enrolled providers, the HPA will review and prepare reports, policies and procedures, guidance, training, and correspondence concerning vaccine management standards for providers. The HPA will also serve as program liaison with administration staff units, and between providers and administrative staff units, on the proper use of the statewide immunization system, in particular the inventory module, to maintain compliance with federal and state requirements.

The HPA will use multiple information systems including the New York State Immunization Information System, as well as the the Centers for Disease Control and Prevention's Vaccine Tracking System and the Provider Assessment Education and Reporting system, to review provider immunization status and activities, and will be responsible for regular and ad hoc quantitative and narrative reports from these systems.

Minimum Qualifications Permanent transfer candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Health Program Administrator (G18); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Health Program Administrator (G18), Health Program Administrator Trainee 1 (NS), or Health Program Administrator Trainee 2 (NS). NY HELPS*: To be eligible for a NY HELPS appointment, the candidate must have:

Health Program Administrator Trainee 1: A bachelor's degree or higher.

Health Program Administrator Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Health Program Administrator: A bachelor's degree and two years of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Preferred Qualifications: The preferred candidate will have excellent organizational and communication (both written and verbal) skills and strong attention to detail. Proficiency in the use of Microsoft Office 365 products. Demonstrate strong critical thinking and excellent problem-solving skills. Experience analyzing information and understanding program policies. Ability to act independently while handling competing priorities in a high-volume work environment. Strong interpersonal skills and ability to work in a team.

Additional Comments Occasional travel within New York State, including overnights and to locations that may not be served by public transportation, may be required.

Permanent, competitive, full-time. Two year traineeship leading to a G18. Transfer candidates may be asked for SSN to verify title history and eligibility.

This position is part of the NYS HELPS program. No examination is required.
