Job Specifics
Duties Description The Program Research Specialist 1 PH will conduct data analysis and evaluation work in the Data Unit of the Bureau of Tuberculosis (TB) Control. Responsibilities will include ensuring performance metrics are met, conducting quality assurance on TB case reporting, identifying needed improvements, and developing responsive interventions. The incumbent will provide needed training and education about reporting systems, analyze data and determine current trends and model predictions for both TB and Latent Tuberculosis Infection (LTBI), develop and execute statistical programs, assist with TB research studies, and the preparation of abstracts and posters for presentation at conferences and scientific meetings. They will also be responsible for program evaluation, assisting in the development of evaluation plans and interventions. As NYS assesses the possibility of making latent TB infection a reportable condition, the Program Research Specialist 1 PH will participate in the review of available data to aid leadership in determining the staffing and resources needed to implement LTBI reporting in New York State.
Minimum Qualifications Reassignment: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Program Research Specialist 1 (Public Health), G-18.
Transfer: Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 of the Civil Service Law to a Program Research Specialist 1 (Public Health) G-18, Program Research Specialist Trainee 1 (Public Health), NS, or Program Research Specialist (Public Health) Trainee 2, NS. NY HELPS:
Trainee 1: A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics*, research methods, or statistics.
Trainee 2: A bachelor’s degree including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, mathematics, research methods, data analysis, data science, or data modeling and one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.
Grade 18: A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics and two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.
*Mathematics courses will include actuarial science, finance, and mathematics.
Preferred Qualifications: Preferred Qualifications: Master’s degree in Public Health, Epidemiology, Statistics/Biostatistics or a related field. Familiarity with epidemiological research methods. The preferred candidate will have experience in public health disease surveillance, the ability to collect and analyze data and interpret results, excellent written and oral communication skills, as well as experience using SAS, Microsoft Access, Excel, Tableau and GIS software.
Additional Comments Permanent, competitive, full-time. Two year traineeship leading to a G18. Transfer candidates may be asked for SSN to verify title history and eligibility.
This position is part of the NYS HELPS program. No examination is required.
