Job Specifics

Duties Description The Office of Mental Health (OMH) is recruiting to fill one Mental Health Program Specialist 2, Grade 23, position in the Division of Crisis Services within the Crisis Stabilization and Residential Unit. Under the direction of a Mental Health Program Specialist 3, the incumbent will work to support the implementation and quality of Crisis Stabilization Centers and Crisis Residences, with a focus on Children’s Crisis Residences.

Specific duties to be performed may include, but are not limited to, the following:
• Program Oversight, Compliance and Support
- Review, monitor, and evaluate program/project operations and outcomes throughout program/project lifecycle.
- Implementation of policies and strategies, processes and systems related to the program(s) or project(s) are occurring as intended and are achieving expected results
- Compliance with applicable policies, laws, regulations, and best practice standards
- Identification and mitigation of key risks to safeguard program or project viability
- Continuous improvement
o Developing training resources and providing technical assistance for internal and external stakeholders
• Program Development and Implementation
o Make recommendations and implement changes to enhance existing program(s) or project(s) with supervisor and as applicable, division leadership and stakeholder support.
o Develop new programs or projects to improve and support existing program(s)/project(s) and/or to inform future policies(s) and initiatives with supervisor and as applicable, division leadership and stakeholder support
• Data Analysis in Collaboration with the Office of Population Health and Evaluation
o Based on existing data systems and/or by identifying new data metrics, analyze trends or outlier information to inform program or project policy, training, or other initiatives
o Lead efforts to build databases or reporting platforms for identified data needs for the program area(s) assigned
o Manage data needs related to programs and specialized children’s mental health initiatives.
o Collect, analyze, and report on process and outcomes data
• Project Management
o Develop and maintain workplans
o Manage workgroups, contracts, grants, or other projects that require program facilitation or consultation
o Coordinate and manage other specific special projects as assigned.
• Coordination and Collaboration
o Facilitating informed communication and direction to internal and external stakeholders for the program(s) and all related/assigned projects assigned
o Liaison on OMH initiatives, policy directives, and guidelines to other state agencies, local government units, and mental health providers.
o Collaborate with stakeholders on developing, enhancing, monitoring, and supporting children’s initiatives related to assigned program(s) or project(s).
o Coordinate logistics for trainings, learning collaboratives, in-person meetings and site visits.
o Conduct virtual/in-person meetings, presentations and trainings for state partners and various community stakeholders.
• Other duties as assigned.

Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:

A bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.

A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.

Transfer Opportunity:
Candidates must be permanent in the Mental Health Program Specialist 2 title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law.

Preferred Qualifications:
The ideal candidate will have experience working with law enforcement, 911 and/or other emergency responders. Preferred candidate will have experience participating in cross-agency collaborations and/or leading cross-system partnerships. Preferred candidate will have experience as a professional advocate or service provider in the field of mental health. Preferred candidates will also hold a master's or higher degree in a field such as psychology, social work, counseling, or related areas. Experience in professional clinical, peer support, or administrative roles within a behavioral health program is preferred. Candidates with a solid understanding of behavioral health issues, treatment modalities, and relevant regulations are encouraged to apply.

Generally speaking, this role requires strong clinical and administrative skills; excellent interpersonal skills; excellent communication and writing skills with professionals with both clinical and non-clinical backgrounds.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
