Job Specifics
Duties Description The Park Supervisor 2, SG-14 will be located at Hamlin Beach State Park in the Genesee Region. The Park Supervisor 2 position will report directly to the Park Manager 1, SG-18 and serve as third-in-command for the combined operations of Hamlin Beach State Park, Irondequoit Bay State Marine Park, Lake Ontario State Parkway & Lock 32. Duties include, but are not limited to:
• Plans, schedules, implements, evaluates, and supervises work projects, including the maintenance, repair, and construction of developed areas of the park. This includes, but not limited to, buildings, recreational facilities & other structures and landscaped zones.
• Effectively assigns operational tasks to subordinate staff, provides clear direction, and routinely monitors progress to ensure work is completed safety and in accordance with agency standards.
• Inspects landscaped areas, recreation facilities, equipment, and various buildings to identify repair needs while recommending corrective action, resolving work problems, evaluating work progress and identifying facility needs.
• Develops and implements preventative maintenance programs, reviews maintenance requests and assesses materials, equipment, and labor requirements; evaluates work requests and schedules materials, equipment and personnel to complete job assignments.
• Prepares project cost estimates and timelines; instructs and trains subordinate staff in work techniques, use of equipment, and safety precautions and requirements, including Occupational Safety and Health Administration requirements.
• Operates vehicles and other power equipment utilized in the maintenance and repair of the park, including, but not limited to trucks, chain saws, bulldozers, jack hammers, tractors, loaders, commercial snowplows, bucket trucks, septic pumpers and dump trucks.
• Prepares requisitions for purchasing materials and supplies and other supporting documentation.
• Monitors inventory and requisitions materials, tools, equipment, and supplies to support park operations.
• Coordinates and supports operations for various special events.
• Attends and conducts meetings as needed to plan work projects and works cooperatively with other agencies and organizations to accomplish park objectives.
• Performs administrative duties in support of the facility, including preparation of various reports, including attendance, personnel, special use permits, and work progress reports.
• The incumbent will also be expected to be deployed to perform work during emergency events as directed by the State Emergency Management Operations Center and/or NYSOPRHP management.
Minimum Qualifications NY HELPS QUALIFICATIONS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Either 1. four years of experience in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level;
Or 2. an associate's or higher level degree or 60 college semester credit hours AND two years as described in No. 1 above; one year of this experience must be at a supervisory level.
*For the purposes of this examination a park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.
If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
**For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
***Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. ELIGIBLE LIST QUALIFICATIONS:
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list.
REASSIGNMENT QUALIFICATIONS:
Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Park Supervisor 2 to be eligible for reassignment.
52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made pursuant to Section 52.7 of the Civil Service Law. The minimum qualifications for the NCP appointment are: One year of permanent competitive or 55b/55c service as a Park Supervisor 1.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.
Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.
Additional Comments OPERATING NEEDS:
Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
Must possess a valid ***Class B Commercial Driver’s License with airbrake and “N” endorsement or obtain one within the probationary period and maintain it as a term and condition of employment.
Must possess Risk Tree assessment certification or be able to obtain certification within the probationary period as a term and condition of employment.
Must have the ability to operate a chainsaw and must complete OPRHP sawyer training or equivalent within the probationary period and maintain it as a term and condition of employment. This training will be provided by OPRHP.
Must possess or obtain a 3A Pesticide Applicator Certification upon meeting NYSDEC criteria within the probationary period and maintain certification as a term and condition of employment.
Must have good organizational skills, accuracy, and the ability to multi-task.
Must have basic computer knowledge using the internet and Microsoft 365 Office programs including Word, Outlook, Excel, and TEAMS.
Must be able to work a variable schedule including evenings, weekends, and holidays especially during the peak operating season between April and October.
Must have the ability to perform medium to heavy physical labor and lift up to 80 pounds.
***Under the provision of the Omnibus Transportation Employee Testing Act (1991), this position has been designated Safety Sensitive. The incumbent is required to participate in pre-employment, random and post-accident drug and alcohol testing.
