Job Specifics

Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Reporting to senior management, the Financial Analyst will be assigned to the Integrated Eligibility System within the Office of Information Technology Services and will support the Finance team activities related to budgeting, financial management, operations, and governance. The incumbent will collaborate with multiple stakeholders outside of the IES program, including Federal oversight agencies, partner State agencies, ITS Finance, and the ITS Vendor Service Management unit.
Duties include but are not limited to, the following:

• Develop meeting materials including but not limited to, presentations, agendas, meeting minutes, and action items lists.
• Assist in reporting on budget spend and any concerns to project and state leadership.
• Assist in tracking and maintaining the IES budget ($648M) to ensure all areas stay within budget and scope.
• Collaborate in developing and maintaining the cost allocation methodology (CAM) Tools as needed.
• Assist in working with Project Managers to populate specific workstream budgets regularly and help track spend actuals.
• Contribute to the IES Federal monthly reporting requirements.
• Assist in coordinating and tracking staff budgets for IES staff augmentation contracts.
• Help develop and revise IES/ITS Program Financial documents based on updated data.
• Assist in purchasing for all IES procurements from hardware/software to office supplies / equipment.
• Monitor and assist in the development and submission of all needed B-1184 documents for financial approval, and financial procedures for IES spend with input from each IES/ITS advisor.
• Help ensure all Federal Reimbursements for IES spend are updated appropriately.
• Aid in the development of Federal Advanced Planning Documents (APD).Tracking key performance indicators for Executive Report out.
• Assist in reviewing deliverables and invoices for contracted vendors.
• Research Federal policy as it related to project reviews and approvals.
• Aid IES Program staff to understand and abide by Federal policies.
• Elicit feedback on documents from Program Office staff, relevant stakeholders, address comments, coordinate edits, and incorporate changes as necessary.
• Develop templates to be used by the IES Program as a guideline for excellence in processes and procedures.

Minimum Qualifications Minimum Qualifications:
Seven (7) years of experience in business administration, public administration, public policy, or a related field.

The following degrees may substitute for the general experience as indicated:
• A Bachelor’s degree in any related field and three (3) years of experience in business administration, public administration, public policy, or a related field.
• A Master’s degree in any related field may substitute for an additional year of experience.
