Job Specifics
Duties Description Under the general direction of the Administrative Specialist 2, the incumbent will review and monitor various requests and perform payroll calculations. Specific responsibilities include:
• Review various requests from the tracks and OTBs, ensuring completeness of the request, and prepare items to be presented to the NYS Gaming Commission for consideration for approval or denial.
• Monitor the Equine Breakdown Database to ensure the information is up to date and entered correctly.
• Assist the Director of Racing Officials with payroll calculations for the Division’s per diem employees assigned to track locations on a bi-weekly basis.
• Assist Human Resources by tracking mandatory training completion of all per diem employees assigned to the track locations.
• Assist with FOIL requests received by the division
• Contributes to the development of audit plans and programs that are easy to follow, detailed and written to accomplish audit objective.
• Assist in the review of the Division’s internal controls.
• Assist in the review and approval of Division level requests.
• Other tasks as assigned by Division management.
Minimum Qualifications Permanent Qualification: Candidates must currently be a permanent Administrative Specialist 1
OR
Eligible List Appointment: Candidates must either be a Gaming Commission employee reachable for appointment from the current internal Public Administration Traineeship Transition (PATT) eligible list; OR be reachable on the current statewide PATT (if internal list is exhausted) OR have standing and be reachable on the current Professional Careers Opportunities (PCO) eligible list.

Transfer Qualification: Candidates must be a current New York State employee eligible for transfer under Section 70.1, 70.4 or 52.6 of the Civil Service Law.

Administrative Specialist Trainee 1:
Four years of experience* performing or overseeing budget, human resources, and business services activities for an organization or program.
Administrative Specialist Trainee 2:
Five years of experience* performing or overseeing budget, human resources, and business services activities for an organization or program.
Administrative Specialist 1:
Six years of experience* performing or overseeing budget, human resources, and business services activities for an organization or program.
* An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

*Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. Additional Comments Prohibition against Playing and Wagering:
Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
