Job Specifics

Duties Description Advises construction, design, highway maintenance, and other program areas concerning environmental rules and regulations and the preparation of environmental impact statements.

Negotiates solutions to environmental problems acceptable to both the agency and appropriate environmental regulatory agencies.

Analyzes and researches environmental issues affecting the State by performing data gathering, analysis, writing reports, and making recommendations to higher levels of management.

Reviews environmental studies and other project documentation and makes recommendations to higher level management.

Prepares environmental impact statements. Prepares project level correspondence and reports for coordination with involved State and federal regulatory agencies and secures all necessary approvals and permits.

Performs regular field reviews/inspections of both in-house and capital construction projects to ensure adherence to environmental standards and regulations.

Minimum Qualifications 1. TRANSFER QUALIFICATIONS FOR CURRENT STATE EMPLOYEES: Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 13 or above and eligible for transfer under Section 70.1 and/or 70.4 of the NYS Civil Service Law. Must meet the education requirements.
2. GENERAL PUBLIC AND/OR NY HELPS MINIMUM QUALIFICATIONS:
Journey level: Six years of environmental analysis experience which must include substantial involvement in the preparation and review of environmental impact analyses, requiring knowledge and application of state and federal environmental laws, regulations, methods, procedures, and standards; preparation of technical analyses on environmental impact matters; providing consultation on environmental impact laws, rules, and regulations; or conducting office evaluations and field investigations related to environmental regulatory programs. **


Trainee 2 Five years of environmental analysis experience which must include substantial involvement in the preparation and review of environmental impact analyses, requiring knowledge and application of state and federal environmental laws, regulations, methods, procedures, and standards; preparation of technical analyses on environmental impact matters; providing consultation on environmental impact laws, rules, and regulations; or conducting office evaluations and field investigations related to environmental regulatory programs.**

Trainee 1 Four years of environmental analysis experience which must include substantial involvement in the preparation and review of environmental impact analyses, requiring knowledge and application of state and federal environmental laws, regulations, methods, procedures, and standards; preparation of technical analyses on environmental impact matters; providing consultation on environmental impact laws, rules, and regulations; or conducting office evaluations and field investigations related to environmental regulatory programs.**

** An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.


This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:

Base Pay Range from Hiring Rate $64,427 up to Job Rate $91,409.
Recruitment & Retention Pay: $7,000.


This position may be filled as a traineeship. The starting salaries for this traineeship are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire.
$58,809 (Trainee 1, equated to SG-14)
$64,751 (Trainee 2, equated to SG-16)
$71,427 (Journey Level, SG-18)
