Job Specifics

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for a Plant Utilities Engineer 1 position in the New York State School for the Deaf. Duties of this position include, but are not limited to, the following:

• Operate, maintain, and repair steam and hot water boilers, water supply and return systems, electronic and pneumatic combustion and heating, ventilation, and air conditioning (HVAC) control systems, forced or induced draft fan systems, chiller systems, and/or other refrigeration equipment;
• Operate computers which control boiler operations, auxiliary equipment, and HVAC systems;
• Conduct boiler, HVAC, and water systems testing, analyze results, and add chemicals to maintain proper system functions;
• Balance distribution systems, and maintain proper air temperature, humidity, freshness, and flow quality;
• Clean, inspect, and maintain boilers by performing chemical cleaning of equipment, repairing brickwork, replacing tubes, and maintaining boiler combustion and emissions;
• Perform chiller maintenance including the cleaning of condenser tubes and evaporators, and the maintenance and repair of pumps, air compressors, steam systems, cooling towers, motors, and variable frequency drives;
• Perform; maintenance and repair on various water and sewage pumping, filtration, and treatment equipment;
• Clean, maintain, and repair HVAC systems and equipment, calibrate controls, perform air testing and chemical treatment, and replace air filters;
• Respond to mechanical, electrical, or plumbing calls, troubleshoot, and coordinate necessary repairs;
• Maintain computerized energy management systems, troubleshoot problems, and identify and replace faulty equipment and devices; and
• Identify, recommend, and develop energy conservation projects and initiatives.

Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
• Be a graduate of heating, HVAC, ventilation, air conditioning, and refrigeration apprenticeship program from the U.S. Air Force;
OR
• Have been an enlisted machinery technician (MK) with the U.S. Coast Guard OR possess a certificate as a Marine Engineer issued by the U.S. Coast Guard;
OR
• Have been an enlisted power generation equipment repairer with the U.S. Army;
OR
• Have been an enlisted gas turbine systems technician, submarine nuclear propulsion plant operator reactor control, utilities man, machinist mate, or engineman with the U.S. Navy;
OR
• Possess a Merchant Mariner’s Document (MMD) and have been a qualified member of the engine department (QMED) as an oiler, fireman/water tender, refrigerating engineer or engineman with the U.S. Merchant Marine;
OR
• Have completed a New York State Department of Labor registered apprenticeship program for stationary engineers, plant maintenance (plumber/steamfitter), HVAC Mechanic or plant maintenance (refrigeration/AC);
OR
• Possess a High-Pressure Boiler Operating Engineer License or Stationary Engineer License;
OR
• Possess a bachelor’s degree in Facilities Engineering, Mechanical Engineering, Electrical Engineering, or Marine Engineering;
OR
• Possess four years of full-time hands-on experience in the maintenance and operation of commercial, industrial, institutional facility, computer applications of digital energy platforms and building analytics and/or performing diagnosis, repair of HVAC systems or boilers or auxiliary equipment;
OR
• Possess four years of full-time hands-on experience in a residential setting performing diagnosis, operation, maintenance repair of HVAC systems or boilers or auxiliary equipment;
OR
• Possess an associate’s degree in HVAC AND have two years of full-time hands-on experience in the maintenance and operation of commercial, industrial, institutional facility, computer applications of digital energy platforms and building analytics and/or performing diagnosis, repair of HVAC systems or boilers or auxiliary equipment OR have two years of full-time hands-on experience in a residential setting performing diagnosis, operation, maintenance repair of HVAC systems or boilers or auxiliary equipment;
OR
• Possess an HVAC certificate or diploma from a 900-hour BOCES program or an approved certificate in HVAC, electrical, refrigeration, boiler operations and maintenance, or plumbing from an accredited technical school or technology college AND have two years of full-time hands-on experience in the maintenance and operation of commercial, industrial, institutional facility, computer applications of digital energy platforms and building analytics and/or performing diagnosis, repair of HVAC systems or boilers or auxiliary equipment OR have two years of full-time hands-on experience in a residential setting performing diagnosis, operation, maintenance repair of HVAC systems or boilers or auxiliary equipment.

COMPETITIVE MINIMUM QUALIFICATIONS:

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a contingent permanent, competitive appointment or a contingent permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Fingerprinting through the Federal Bureau of Investigation and the Division of Criminal Justice Services, a background check with the Office of Children and Family Services and clearance from the Justice Center Staff Exclusion List is required for employment. Fees associated with this process are at the applicant’s expense. Fees associated with fingerprinting do not apply if applicant’s fingerprints exist in the NYS TEACH System.

This position leads to a maximum salary of $68,630 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
