Job Specifics
Duties Description Under the direction of the Chief of Racing Operations, the Administrative Specialist 2 will assist in the review and approval of all requests that are submitted to the Division, including but not limited to yearly track, simulcast, multi-jurisdictional, and tote applications, requests for amendments to OTB Plans of Operation, new Racing Officials, yearly wagering menus, as well as other various requests that come from licensed entities. Additional duties include but are not limited to:
-Monitor the Equine Breakdown Database to ensure that the information is up to date and entered correctly.
-Assist the Director of Racing Officials with payroll calculations for the Division's per diem employees assigned to track locations on a bi-weekly basis, that are not in LATS.
-Assist Human Resources by tracking mandatory training completion of all per diem employees assigned to the track locations.
-Assist with FOIL requests received by the Division.
-Supervise the two Senior Administrative Analysts.
-Assign tasks to the Divisions support staff.
-Review completed tasks from Senior Administrative Analysts
-Assist Chief Racing Operations in training of new staff
-Other tasks assigned by Division management.
Minimum Qualifications Permanent Qualification: Candidates must currently be a permanent Administrative Specialist 2.
OR
Eligible List Appointment: Candidates must be reachable on the appropriate Civil Service eligible list.
OR
Transfer Qualification: Candidates must be a current New York State employee eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
Additional Comments Prohibition against Playing and Wagering:
Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
Pre-Employment Restrictions:
The law that established the Commission (specifically, Section 107 or the Racing, Pari-mutuel Wagering and Breeding Law) prohibits any person from being employed by the Commission if, during the period commencing three years prior to employment, such person held any interest in, or employment by, any corporation, association or person engaged in gaming activity with the State.
