Job Specifics
Duties Description Under the direction of the Director of Operations and Emergency Management and Agency Emergency Manager, the Change Management Lead will be responsible for leading the DHSES Dedicated Teams Change Management, encompassing both daily standard operations and specialized support for Emergency Management IT Operations.
Duties include, but are not limited to:
-Ensuring the standard change management process is being adhered to for all IT changes, with a particular emphasis on its application to critical emergency management systems and infrastructure during both routine operations and emergency events.
-Reviewing all Change Requests which impact the DHSES, or have a cross-portfolio/agency impact, evaluating them for their potential effect on both daily business functions and the continuity of emergency response, disaster preparedness, and public safety systems.
-Assisting client agencies to determine business and technical impact, considering how changes might affect standard operations, as well as the continuity of emergency operations, data integrity for situational awareness, and communication channels during critical events.
-Coordinating the schedule of changes and agency blackout periods, identifying, and enforcing critical operational windows where changes are strictly prohibited to ensure uninterrupted services, both for daily business and during emergency management activities.
-Coordinating ITS and agency testing activities (for which work outside of standard business hours should be expected), ensuring that testing protocols are robust enough to validate the resilience and functionality of all IT solutions, including those critical for emergency management under various operational scenarios.
-Create and run reports in ITSM as appropriate, focusing on metrics related to change success rates, rollback incidents, and the impact of changes on system availability and performance across all supported services.
-Working with the Agency Release Manager to review upcoming Releases, assessing the potential impact of new releases on both standard IT functionalities and emergency management capabilities.
-Managing and monitoring the Change Advisory Board (CAB) meeting for each agency, ensuring that the CAB effectively reviews changes for all IT services, and includes appropriate representation or input from emergency management stakeholders when changes could affect their operations.
-Notifying Patch Testers about the deployment of the Monthly Microsoft Security Updates, 3rd Party Software patches\updates, O365 updates, and Out-Of-Band updates, with a heightened awareness of the potential impact on systems used for real-time information dissemination and coordination, as well as standard business operations.
-Preparing notifications to the CRMs, BRMs and/or the Change Advisory Board for changes that will be impactful, with a clear emphasis on communicating potential risks and mitigation strategies for changes affecting all IT services, especially those critical for emergency management.
-Developing and implementing specific change management procedures for emergency IT systems that may require expedited review or approval processes during declared emergencies, while still maintaining necessary controls and ensuring these procedures do not negatively impact standard change processes.
-Collaborating with IT security teams to ensure that all changes undergo appropriate security reviews, especially for systems handling sensitive data, whether for daily operations or emergency response.
-Maintaining a comprehensive understanding of the interdependencies between various IT systems, including those supporting emergency management, to proactively identify potential conflicts or cascading failures resulting from changes.
-Serving as a primary point of contact for change management inquiries and escalations, addressing both routine operational issues and urgent concerns related to emergency management IT.
-Serves as DHSES Dedicated teams Incident Communicator & Emergency Management Liaison
Minimum Qualifications One year of permanent competitive services as an Information Technology Specialist 3 OR in a position at G-21 or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
