Duties Description The Director of Nursing 3 Long Term Care (LTC), under the direction of the Administrator, is responsible and accountable for the provision of quality nursing care on a 24-hour basis. This role has the administrative responsibility to take all reasonable steps within the authority of this position to ensure that optimal quality of care is delivered, to support the goals of the Home, and to help residents reach and maintain their highest level of physical, mental, and psychosocial well-being. The Director of Nursing 3 (LTC) establishes the vision and philosophy of Oxford's Nursing Department, consistent with the facility’s executive management team and mission.
The Director of Nursing 3 (LTC) will manage, direct, and evaluate the Nursing Department and direct care services; develop and implement nursing policies and procedures; and participate in and oversee nursing recruitment, training, and continuing education programs. The Director of Nursing 3 (LTC) supervises the Assistant Director of Nursing 1 (LTC) and all other staff delivering nursing services. They may perform all of the same duties as an Assistant the Director of Nursing 1 (LTC).
The role of the Director of Nursing 3 (LTC) develops, implements, interprets, assesses, and modifies nursing policies and procedures, programs, goals, and objectives to support individualized treatment, rehabilitation, and recovery. They monitor staffing, assignments, and scheduling to ensure quality care and appropriate utilization of nursing and direct care staff. The role identifies staffing needs and determines the number and level of nursing and direct care staff necessary for operations, monitors overtime, and the approval of overtime usage, and oversees and plans for the recruitment, retention, and supervision and evaluation of nursing and direct care staff.
The incumbent oversees and evaluates the quality and appropriateness of nursing and direct care services and performance, identifies problem areas and/or opportunities for improvement, reviews and assesses service data and reports, modifies nursing operations to ensure compliance with laws, rules, regulations, and standards of care, and prepares for regulatory visits and surveys.
In addition, the incumbent is responsible for and participates in the planning, implementation, and coordination of training and continuing education programs for nursing and direct care staff, in collaboration with the nursing education department and other facility staff. It represents the nursing discipline on various committees and provides input to integrate nursing services into Oxford's operations and service delivery. The incumbent is also responsible for establishing and maintaining working relationships with internal and external organizations to maximize resources and implement nursing program goals.
Minimum Qualifications Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service in a position allocated to Grade M-2 or above, and that is eligible for transfer under Section 52.6 of the Civil Service Law to Director Nursing 3 Long Term Care.
Open Competitive HELPS qualifications: Possession of a license and current registration as a registered professional nurse in New York State and five years of post-licensure professional clinical nursing experience in a long-term care setting. Two years of the experience must have been at a managerial level.
Substitution: A master’s degree in nursing can substitute for one year of non-managerial post-licensure clinical nursing experience.
Preferred Qualifications: The preferred candidate will have experience in a long-term care geriatric setting, with a specialization in working with a Veteran population.

The posted salary range ($169,775 to $180,911) includes an increased hiring salary at step 4 and job rate for M/C Grade 64 (M-4) for the amount of $22,268, and a geographic pay differential of $20,000.
Inconvenience pay program of $575 per year will be paid to employees who work four (4) hours or more between 6:00 p.m. and 6:00 a.m. Hours worked between 6:00 a.m. and 6:00 p.m. on an overtime basis are not included for Inconvenience Pay. There is an additional Shift differential of 7% for evening shift and 10% for Night shift.
This position is part of the NYS HELPS program. No examination is required.
