Job Specifics
Duties Description The New York State Library, part of the New York State Education Department’s Office of Cultural Education, is seeking candidates for a Library Assistant 1 position to join its Manuscripts and Special Collections Unit (MSC). The MSC supports a broad and diverse research community by providing access to unique historical materials while actively building, preserving, and promoting the State Library’s collections. These collections include manuscripts, private archives, rare books, maps, prints, photographs, broadsides, posters, musical scores, and ephemera that document the history and culture of New York State. Working under the direction of the Education Program Assistant 1, the Library Assistant 1 must be able to bend, reach, stoop, lift, and push heavy book carts, sometimes in dusty environments. Duties of this position include, but are not limited to:
• Retrieving materials from the library stacks for on-site and off-site researchers including interlibrary loan requests;
• Scanning materials for researchers and staff;
• Participating in larger scale scanning projects;
• Ensuring materials are shelved properly and stored or housed properly on the shelves;
• Providing direct public service to diverse visitors, both in person and over the phone, by staffing the registration desk;
• Shifting collections, as necessary;
• Shelf reading, as time allows; and
• Contributing to the success of MSC by performing all other duties as assigned.
Minimum Qualifications MINIMUM QUALIFICATIONS:
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
EITHER: High school or high school equivalency diploma AND one year of full-time clerical experience in a library setting. Examples of qualifying clerical duties in a library setting may include:
• Maintaining circulation record;
• Processing acquisitions including the receipt and recording of courier-delivered materials and organizing new items;
• Creating and processing interlibrary loan requests (ILL);
• Assisting in collection maintenance including; weeding, shifting, re-shelving, repairing, straightening, inventory, supply orders, and emptying book drop containers to be checked in;
• Assisting and educating patrons in searching the library catalog;
• Assisting patrons in the use of library equipment.
OR: Thirty semester credit hours of college study including at least NINE semester credit hours of college study in any combination of the following areas:
• Library/Information Science;
• Computer Applications
• Information Studies.
PROMOTION: Current State employees must have one year of permanent competitive, non-competitive, labor, or 55-b/55-c service in a clerical, keyboarding, or secretarial title allocated to Salary Grade 6 or higher.
COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Library Assistant 1.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-7 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent, competitive appointment or a contingent permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of diploma, transcript, or work experience will be required at the time of interview for all candidates. The individual in this position must be able to bend, reach, stoop, lift, push heavy book carts and stand for long periods of time.
This position leads to a maximum salary of $52,413 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
