Job Specifics
Duties Description Under the direction of a Park Manager 2, the incumbent will serve as assistant manager for the Lake Champlain Complex of parks. Duties will include but not be limited to:
• Coordinate all aspects of park operations, including but not limited to: day-use including waterfront swimming, camping, maintenance, special events, health & safety, incident management, communication, park promotion and public relations.
• Supervise and coordinate the activities of a variety of permanent and seasonal skilled, semi-skilled, and unskilled staff engaging in a broad range of park maintenance and repair work, which may include skilled trades work, as well as housekeeping and groundskeeping functions.
• Provide training and orientation of new staff by emphasizing health and safety guidelines, modeling and enforcing all Agency policies, and formally evaluating the performance of all staff under their supervision.
• Plan, assign, and assist with the creation and completion of projects, and perform various health and safety, security, maintenance, and operational duties.
• Audits equipment inventory and prepares monthly reports including but not limited to: monthly fuel usage, vehicle and equipment mileage, tank inspections, and water system operations reports.
• Coordinates with higher level management staff as directed to assure that priority needs for maintenance and repair are promptly identified and addressed in a manner which avoids disruption of park operations to the greatest extent feasible.
• Determines needs for purchasing materials, equipment, and supplementary contractor services for required maintenance and repair of buildings, mechanical systems, fixed equipment, and grounds.
• Completes necessary purchasing requests and prepares and/or compiles any required supporting documentation.
• Carries out other related duties and responsibilities as assigned.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Either 1. six years of experience working in a park, recreational facility, or campus* in any two of these functional areas: administration (business, personnel, finance); capital or operational planning; recreational programming; public relations/visitor services; maintenance; or environmental education/interpretation. This experience must have included two years of supervisory experience;
Or 2. a bachelor's or higher-level degree in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, horticulture, natural resources management, park administration, park management or recreation management AND two years of supervisory experience working in a park, recreational facility, or campus* as described in any of the functional areas listed in option 1 above.
Examples of non-qualifying experience include but are not limited to: working at a gym, ski area/resort, and sport stadiums.
Examples of non-qualifying degrees include but are not limited to: accounting, anthropology, archaeology, biology (all majors), business, history, hospitality, physical education, recreation therapy and sports management.
*A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application.

Subsequent 55-b/c Qualifications:
A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.
Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Park Manager 1; if you have less than one year, you must be reachable on the current Park Manager 1 eligible list for this location.
52.6 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 16 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

70.1 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Historic Site Manager C, SG 18. Only the title listed is eligible for 70.1 transfer.

Additional Comments OPERATING NEEDS:
• Must possess and maintain a valid NYS driver’s license as a term and condition of employment.
• Must possess Hazardous Tree assessment certification or be able to obtain certification within the probationary period.
• Must have attended or be willing to attend the Facility Manager’s Institute at the next available opportunity.
• Must be proficient with MS Outlook, Word and Excel. Experience with Statewide Financial System, Asset Management System, Attendance and Revenue programs is preferred but not required.
• Must have the ability to follow directions and communicate in a positive manner with staff and the public.
• Must have the ability to respond to patrons concerns or complaints in an effective and positive manner.
ADDITIONAL COMMENTS:
The schedule and work shift for this position will vary seasonally. The candidate will be expected to work weekends, evening hours and be available for call-ins as needed.

**For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025.
