Job Specifics
Duties Description Under the general supervision of the Director of Administrative Services and the Assistant Director of the Office of Professional Medical Conduct (OPMC), this position is responsible for statewide program administrative and operational services coordination, as well as assisting with the processing of board orders related to professional medical conduct, to include, but not be limited to, the following:
1. The incumbent will serve as the Recruitment Liaison within the Operations Unit, providing oversight of recruitment activities and workforce coordination for the Office of Professional Medical Conduct (OPMC). The position serves as a primary liaison with OPMC Executive staff, Division Hiring Managers, Employee Support staff, and the Department’s Human Resource Management Group.
Primary duties include reviewing recruitment requests to ensure alignment with civil service classification standards and organizational needs; coordinating recruitment approaches with management; submitting and tracking recruitment requests through approval; and managing approved recruitments from initiation through appointment in compliance with Department of Health and Civil Service requirements. Additional responsibilities include analyzing staffing data, supporting classification activities, preparing staffing reports, Organizational Charts, and coordinating recruitment efforts for high-priority initiatives.
2. Process incoming and outgoing correspondence daily for statewide administrative services unit, including assisting with OPMC webmail and operations shared inbox (BML) to handle incoming inquiries and requests from management and staff regarding requests for equipment, user access to files and systems, and other supplies as needed. Other requests could be for Equipment repairs or needs. Maintain statewide distribution lists for the distribution of investigation information to staff.
3. Plan logistics of leasing, telecommunications, purchasing, furniture, and other administrative concerns. Manage office supplies and equipment, including maintaining adequate supplies. Interface with Departmental Human Resources and Fiscal Management Units.
4. Submitting equipment work orders and IT tickets for staff issues or the onboarding and offboarding of staff permissions and accesses. Identify training needs and arrange for provision of training for all staff. Track all training for staff for reporting to management and DOH Administration.
5. Process Board orders including reviewing for completeness, obtaining appropriate approvals, following standard procedures for processing, reporting final actions and completing any necessary correspondence.
6. Other duties as requested by the Director of Administrative Services or the Assistant Director of OPMC
Minimum Qualifications Permanent Transfer Candidates:
Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator, SG18 OR current NYS employee with one year of permanent or contingent-permanent service in a position eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator Trainee 1, NS, Health Program Administrator Trainee 2, NS, or Health Program Administrator, SG18.
Non Competitive Candidates via NY HELPS:
Health Program Administrator Trainee 1, NS: Four years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness; OR an associate's degree and two years of experience OR, a bachelor's, master's, or doctoral degree.
Health Program Administrator Trainee 2, NS: Five years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness; OR, an associate's degree and three years of experience; OR a bachelor's degree and one year of experience; OR a master's, or doctoral degree.
Health Program Administrator, SG18: Six years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness; OR, an associate's degree and four years of experience; OR a bachelor's degree and two years of experience; OR a master's and one year of experience; OR a doctoral degree.

Additional Comments This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
