Job Specifics

Duties Description Under the direction of an Associate Accountant in the Revenue unit of the Accounting Bureau, duties will include but are not limited to:

• Process customer billing for Utility Work Permits, Rail Safety, Rentals, Signs, Signal Maintenance, Major Commercial permits and other miscellaneous billing
• Ensure that checks received are deposited and accounted for on a regular basis and mailed to Treasury
• Process payments received from Treasury applicable to non-Federal Grant Revenue
• Calculate and create invoices for various other DOT program areas as necessary.
• Review and process refund requests from various program areas along with released security deposits
• Run and Review Accounts Receivables aging report and take appropriate action with regional program staff
• Receive and begin processing dishonored checks
• Process checks for Republic Airport through our Sole Custody Bank account along with completing the annual sole custody report to the Office of the State Comptroller (OSC)
• Prepare quarterly Accounts Receivable miscellaneous report for OSC
• Monitor the communication through the Revenue shared mailboxes responding to customer and DOT staff inquiries
• Liaison with DOT Regions to ensure that cash receipts are processed, reported to Main Office and recorded in SFS
• Liaison with Statewide Financial System staff to maintain, troubleshoot, and upgrade the system as needed
• Liaison with DOT Budget Bureau and ensure that cash receipts are deposited in proper funds, including processing journal entries as required
• Back-up to other Revenue staff as necessary


Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Trainee Level 1:
A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.
Trainee Level 2:
A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
*A master's or higher degree in accounting, auditing, or taxation may substitute for one year of experience.

Full Level:
A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
*A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles or a currently valid Certified Public Accountant license and registration issued by New York State.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For
the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
