Duties Description The Position
The Associate Commissioner for Culture & Programs leads a statewide team that uplifts, inspires, and engages New York State communities with our diverse portfolio of cultural assets, public spaces, and events. Working with our staff and community partners, the Associate Commissioner will build on our strong programming portfolio and public-facing infrastructure to elevate the agency’s cultural assets and spaces while deepening relationships with New York communities. Reporting to the Deputy Commissioner for External Affairs, the Associate Commissioner is a member of the Executive Leadership Team and leads Culture and Programs for OGS.

Our ideal candidate will bring proven managerial and financial experience to the job and combine it with a holistic mindset that embraces collaborative thinking across the agency, encourages creativity, and supports diverse cultural awareness. The Associate Commissioner will establish approaches that recenters our work to elevate New York’s communities and its rich history, increases affinity for our public spaces, and streamlines our operations while removing internal siloes. Most importantly, they will establish and maintain a work environment that celebrates inclusivity, innovation, and teamwork, while being able to drive change effectively.

Key Responsibilities
The Associate Commissioner will lead teams charged with building and implementing bold, entrepreneurial and innovative programs that interweave and celebrate New York’s history, diverse communities, and our unique community spaces and cultural assets across our events and programs. Lead efforts that will include oversight of community engagement and education for our art collections, New York State Capitol, and New York State Executive Residence; and other facilities across the State. Culture & Programs includes key public events and services:
• Statewide Special Events – Seamlessly design and execute 400+ events annually, from OGS signature programs to pop up markets, with production ranging from in-house original concepts to hosted events at statewide locations.
• Empire State Plaza Convention Center encompasses 65,000+ sq. ft. of convention and meeting room space, serving 130,000+ visitors and 350 events annually, including conventions, meetings, trade shows, graduations, exhibitions, community galas.
• Arts & Curatorial – Conservator and educator for our cultural assets, including Nelson A. Rockefeller Empire State Plaza Art Collection and Harlem Art Collection. Educate 100,000+ annual visitors to the State Capitol, Empire State Plaza, and Executive Residence.
• Empire State Plaza Gift Shop & Visitor Center - Management and marketing the Visitor Center and its e-commerce site.

Minimum Qualifications A bachelor’s degree in a relevant field of study and at least 8 years of progressively responsible experience in arts, culture, public or non-profit institutions. Management experience must include supervision of professional staff, oversight of cultural events or programs, internal and external communications, and strategic planning. Bachelor’s degree required, graduate degree preferred.

The ideal candidate will possess the following knowledge, skills and abilities:
• Strong budgeting, financial oversight, and cost analysis skills that include the development of leadership dashboards and KPI tracking.
• Build and maintain ethical, professional relationships with clients, community partners, and sponsors.
• Secure strategic sponsorship opportunities with corporate, government, and non-profit partners to ensure robust support for new and existing programming.
• Forge local partnerships to spearhead regional initiatives that catalyze economic revitalization and increase visitor traffic.
• Enhance and refine marketing strategies by integrating innovative methodologies and leveraging cutting-edge technology, including digital tools.
• Work collaboratively with agency leadership on capital projects that benefit and impact operations for the Culture & Programs team, from concept to execution.
• Leverage experience in project development and management, budgets and work plans, and negotiation of contracts across Culture & Programs operations.
• Strong verbal and interpersonal communication skills, including the ability to listen well, convey thoughts clearly, and speak in public.
• High self-awareness and emotional intelligence and ability to work effectively as a leader to build a high-performing and collaborative team.
• Personal creativity, a sense of inquisitiveness and intellectual curiosity.
• A demeanor that demonstrates both confidence and humility.
• A sense of optimism and humor.
