Duties Description Under the direction of the Historic Site Regional Supervisor, M-1 at the Palisades Regional Administration Office, Bear Mountain, NY, the selected candidate’s duties include, but are not limited to:
• Administers rules, regulations, and policies of OPRHP and the State of New York.
• Applies technical and professional standards and guidelines to manage, supervise, and coordinate all activities at the Site; develops, writes, and implements the Site’s master plan.
• Supervises all staff and volunteers.
o Approves staffing and schedules for the operations, interpretation, recreation, and educational program functions.
o Conducts interviews of prospective employees.
o Conducts periodic permanent and seasonal staff performance reviews.
• Develops, supervises, and conducts historic site operations, programming, special events, and public relations.
• Works with the Division for Historic Preservation (DHP) on developing plans for interpretation, building preservation/restoration, and collection care.
• Collaborates with the DHP, local organizations and governments to promote the site and its programs, encourage support for, participation in, and use of the Site.
• Conducts research about the Site including the people and events related to it.
• Prepares the budget and administers finances for the Site.
• Schedules, monitors, and coordinates work projects, restoration crews, and contractors.
• Plans and supervises site security; responds to visitor concerns and issues.
• Ensures the historical accuracy of exhibits, interpretation activities, structures, and landscape.
• Prepares reports to the Regional Office regarding spending for seasonal staffing , maintenance supplies and materials, and special projects.
• Monitors and helps coordinate archaeology, collections care, and restoration programs.
• Represents the agency in featured interviews and at community programs and events.
• Serves as ex officio member of all friends’ committees.
• Coordinates all activities of friends groups, volunteer organizations that support site activities and programs.

NY HELPS or 55-b/c Qualifications: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*** To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

A bachelor's degree in historic preservation, museum studies, education, history, American studies, anthropology, or architectural history;**

AND two years of general experience* in museum or historic site operations involving education, research, exhibition, and/or collection management including accessioning, cataloging, inventory, and object care/handling;

AND one year of administrative experience* (budgeting, planning, directing, and/or supervision) at a historic house, historic site, historic park, historic section of a museum, or with a governmental agency or program having responsibility for historic houses, museums, historic sites, or historic parks.

Examples of non-qualifying general experience are but are not limited to: operation of equipment such as mowers, snow blowers, chainsaws etc.; grounds maintenance; and housekeeping.

Examples of non-qualifying administrative experience are but are not limited to: administrative support including: word processing, filing, collecting entrance fees, managing a gift shop, and working as a receptionist.

Substitution: A master's degree in historic preservation, museum studies, education, history, American studies, anthropology, or architectural history may be substituted for one year of general experience.**

***Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources.

Subsequent 55-b/c Qualifications: A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.

Reassignment Qualifications: Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Historic Site Manager C, SG-18; if you have less than one year, you must be reachable on the current Historic Site Manager C, SG-18 eligible list for this location, if one exists.

52.7 Non-Competitive Promotion (NCP) Qualifications: As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of permanent or contingent-permanent qualifying service as a Historic Site Assistant, SG-11. If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.

In order to be considered for appointment via non-competitive promotion, nominations for promotion by non-competitive examination will not be approved if the nominee failed the two most recent examinations for promotion to the title for which they are nominated.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive

Provisional Qualifications: In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications:

Additional Comments OPERATIONAL NEEDS:
Note: As a condition of employment, the individual selected for this position will be required to reside in state housing.**

• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must be available to work occasional weekends and nights for special events and to meet operational needs.

LOCATION PAY: The hiring rate will be the sum of the statutory hiring rate for PEF Grade 18 ($66,951) and the Downstate Adjustment ($4,000). The job rate will be the sum of the statutory job rate ($85,138) and the Downstate Adjustment ($4,000).
