Job Specifics

Duties Description As an Architect 1, you will perform professional architectural work in the planning, design, or technical review of drawings and related details for the creation, construction, rehabilitation, or restoration of buildings and facilities.

Duties may include, but are not limited to:
• Supervise assistants in architectural work
• Coordinate the services of engineers and contractors on specific projects
• Manage design professionals on specific projects; perform technical reviews of consultants’ drawings, specifications, and reports
• Ensure compliance with applicable requirements and provide advice and guidance to individuals and groups involved with the project

NY HELPS or 55-b/c Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
You must have a New York State Professional Architect's License and current registration.

Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as an Architect 1; if you have less than one year, you must be reachable on the current Architect 1 eligible list for this location.

Provisional Qualifications:
In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the same minimum qualifications as listed under NY HELPS Qualifications.

The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

70.1 Transfer Qualifications:
Candidates must have one year of permanent or contingent-permanent qualifying service as a Facilities Planner 2, SG-23 OR a Professional Engineer 1 (Civil/Construction), SG-24, AND you must possess a New York State Architect's license and current registration at the time of appointment. Only the titles listed are eligible for transfer.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

52.7 Non-Competitive Promotion (NCP) Qualifications:
In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Parks, Recreation and Historic Preservation (OPRHP) of its intention to conduct a non-competitive promotion (NCP) to the position of Architect 1 in one these locations: Trumansburg or Alexandria Bay.

A permanent appointment may be made via NCP of an applicant from the established promotion field who meets the position's minimum qualifications if all requirements of an NCP are met. Said requirements include that there three or fewer qualified candidates from within the promotion field interested in the position who meet the promotion minimum qualifications.

The promotion field for Architect 1 position consists of OPRHP employees who have one year of permanent competitive, non-competitive (NY HELPS), or 55b/c service as Assistant Architect AND must possess a New York State Architect's license and current registration at the time of appointment.

Please Note: In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed the last two holdings of the Architect 1 promotion exam.

Additional Comments SALARY INFORMATION:
Finger Lakes (Tompkins County) & Thousand Islands (Jefferson County):
Starting salary is $98,298. The salary indicated includes the sum of the statutory hiring rate for PS&T Grade 24 ($91,298), and the Geographic Pay Differential ($7,000). Similarly, the job rate posted ($122,252) is a combination of the statutory job rate for PS&T Grade 24 ($115,252), and the Geographic Pay Differential ($7,000).

OPERATIONAL NEEDS:
• Continued employment as an Architect 1 is dependent upon maintaining a New York State Professional Architect's license and current registration. Failure to maintain this license with current registration will result in removal from the position.
• Candidates must possess and maintain a valid NYS driver’s license as a term and condition of employment.
• Knowledge of current New York State Building Codes a plus.
• Work schedule may vary depending on agency needs and project completion dates.

*NY HELPS PROGRAM:
For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Some positions may require additional credentials or a background check to verify your identity.
