Job Specifics
Duties Description The Bureau of Social Care and Community Supports works to integrate health and human services within the Medicaid program. The bureau is composed of two units, Housing and Social Determinants of Health. This position is within the Housing Unit. The incumbent will oversee housing providers that are contracted to assist vulnerable Medicaid members in obtaining supportive housing.
Duties include:
Contract Development
Contract management and fiscal management of a portfolio of housing providers
Voucher reconciliation of the fiscal submissions made by housing providers
Review and submit budgets and contract renewals
Meet on a regular basis with providers and provide assistance on vouchers, budgets, and programmatic issues
Perform quality assurance and audits, including site visits
Scoring and evaluation of procurements
Analyzing, tracking, and reporting on program activities and contract deliverablesReview and track spending of providers
Provide training to providers on program requirements and vouchering Complete budget and bureau requests as needed
Minimum Qualifications Permanent transfer candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Medicaid Redesign Analyst 1 (G18).
Non-Competitive via NY HELPS:
Trainee 1: Four years of experience in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of health care services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services.
Trainee 2: Five years of experience in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of health care services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services.
Medicaid Redesign Analyst 1: Six years of experience in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of health care services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services.
Substitutions: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Preferred Qualifications: Experience with fiscal oversight and contract management
Additional Comments This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
