Job Specifics
Duties Description Reporting to a Program Associate, the Program Outreach Specialist 2 performs advanced proficiency professional tasks, and supervision of lower-level staff, in support of Office of Faith & Non-Profit Development Services program goals and objectives, including development, implementation, and evaluation of programmatic outreach, education, and assistance services for targeted stakeholders.
Specific duties include, but may not be limited to:
• Plan, develop, supervise and conduct programmatic outreach, promotion, public engagement, and education activities.
o Work to increase awareness of Office of Faith & Non-Profit Development Services supports and services among target communities; work to increase participation in grant funding opportunities, and utilization of informational resources.
• Partner and collaborate with professional staff of other NYS agencies that provide resources to connect faith & non-profit organizations with financial and operational supports and services, and that provide grant funding opportunities.
o Work to identify target audiences for Office of Faith & Non-Profit Development Services programming and define the universe of potential stakeholders.
o Build and maintain stakeholder databases, and leverage to analyze program outreach and promotion activities
• Plan, organize and participate in public meetings, events, conferences and training sessions with stakeholder populations.
• Attend and serve as agency representatives at events led by faith and non-profit community organizations.
• Serve as lead stakeholder liaison to targeted faith communities and the Department of Agriculture and Markets with respect to the management of certification and compliance activities focused on Halal and Kosher foods in NYS.
• Develop and distribute promotional materials, including Q&A documents, newsletters, guidance documents, and grant application informational documents.
o Work closely with PIO staff in development of marketing and promotional materials, and related activities and initiatives.
• Act as a liaison with the faith & non-profit community, and answer questions, serving as a programmatic resource.
• Participate in listening tours and promotional campaigns to promote Office activities and resources.
• Lead the evaluation efforts on outreach and promotion activities and initiatives.
o Collect and analyze data to gauge program success and target improvement areas.
• Supervise Program Outreach Specialist(s) 1 in the administration and conduct of outreach, education, technical assistance, and promotion activities.
o Review work products to check for accuracy, timeliness and completeness, and make edits or revisions, as necessary.
o Establish work procedures or schedules and keep track of the daily work of subordinate staff; review and approve time and attendance.
o Track progress of assignments, execution of projects, and all deliverables.
o Provide training, orientation, and duties and performance expectations to staff.
o Monitor and evaluate subordinate staff performance.
• Other duties as assigned.
Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
The minimum qualifications for Non-Competitive appointment are:
Seven years of professional experience in a position where the primary (50% or more of the time) responsibility was the extensive promotion and representation of programs and services for public and/or private organizations for the purpose of increasing participation in, or utilization of, these programs and services. One year of the professional experience must have been at a supervisory level.

Substitution:
• A bachelors degree may be substituted for up to four years of the above experience.
• An associates degree may be substituted for up to two years of the above experience.
Qualifying professional experience includes, but is not limited to professional experience in corporate, not for profit, private organizations and governmental agency public relations; advertising; marketing, or promotion of public programs and services. Duties must have included creating, scheduling, organizing, and promoting outreach activities*, including conferences, workshops, training sessions and other public events, to promote agency programs to target populations.
*For the purpose of this examination an outreach activity is any activity which promotes and educates or informs the public about existing or new programs and services to populations who might not otherwise have access to those programs and services of an agency or organization.
Examples of Non-Qualifying Experience: Experience primarily in or restricted to administrative assistance, art/graphic design or copywriting, recruitment and placement services, provision of program information and other direct contact with clients or potential clients of program services and direct customer sales.
55 B/C APPOINTMENT: This position is eligible for 55B/C designation and candidates with 55B/C eligibility are encouraged to apply. Candidates must meet any open competitive minimum qualifications and must submit their current 55B/C eligibility letter along with their application.
COMPETITIVE MINIMUM QUALIFICATIONS:
CIVIL SERVICE LIST APPOINTMENT: Candidates must be reachable on the appropriate Civil Service eligible list.
TRANSFER QUALIFICATIONS: One year of permanent, contingent permanent, or 55-B/C service in a title SG-21 or higher and otherwise eligible for transfer under Civil Service Law.

Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $4,000 annual downstate adjustment. OR
Positions located within Orange, Dutchess and Putnam are also eligible to receive an additional $2,000 Mid-Hudson adjustment.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
