Job Specifics

Duties Description The incumbent of the Minority Business Specialist 2 will develop and direct programs to give Minority and Women Business Enterprises (MWBEs) maximum practical opportunities to participate in the Office of Parks, Recreation and Historic Preservation’s (OPRHP) procurements and contracts. The Minority Business Specialist 2 will supervise lower-level staff.

The duties of this position will include but are not limited to the following:

• Manage development and expansion of OPRHP’s MWBE program and the travel unit.
• Advise OPRHP staff who conduct purchasing and contracting activities on requirements for compliance with goals and collect information documenting compliance.
• Respond to written or oral communications regarding the OPRHP MWBE program from representatives of Federal, State, or local agencies, consultants, contractors, minority/women owned businesses, public and private not-for-profit organizations, and agency business and program management staff.
• Review new procurements and contracts prior to execution to ensure MWBE goals will be achieved.
• Supervise subordinate staff.

Minimum Qualifications Seven years of experience in the planning, development, implementation, and review of programs dealing with equal employment opportunity, human rights, affirmative action, minority, women-owned, or service-disabled veteran-owned business program coordination, affirmative action compliance review, labor relations directly relating to affirmative action, or in the development and administration of programs directly related to minority community access to employment or business opportunities in the public or private sector. One year of this experience must have been in a supervisory capacity.

Substitution: Associate degree* may substitute for two years of specialized experience; bachelor's degree* may substitute for four years of specialized experience; master's degree* may substitute for five years of specialized experience; J.D.* may substitute for six years of specialized experience; Ph.D.* may substitute for seven years of specialized experience.
