Job Specifics
Duties Description The Administrative Specialist 1 will provide professional administrative, and staff support to program managers, supervisors, and employees in the Buffalo division. Duties will include managing personnel activities and office support activities for the following:
• Recruitment/onboarding, employment verifications, interviewing, DMV abstracts, FMCSA CDL verifications.
• Preparing job descriptions and justifications.
• Providing information about employee benefits and obtaining assistance in resolving problems.
• Answering questions from program managers and staff about personnel rules, policies, and practices.
• Attending meetings and preparing reports, attending job/career fairs, etc.
• Coordinating division-wide OER and AEDEE trainings and arranging for special training in response to management, program, and staff needs.
• Assisting with administration of the OTETA testing program.
• Coordinating annual Workplace Violence Inspections.
• Supervising clerical and lower-level professional staff.
• Additional duties as assigned; special projects as needed.
Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 11 or above and eligible for transfer under Section 70.1, 70.4, or 52.6 of the NYS Civil Service Law.
*70.4 Transfer: Candidates must have one year or more of qualifying permanent service at Grade 11 or above AND possession of a bachelor’s degree AND have standing on the Professional Careers Opportunities (PCO) OR Public Administration Traineeship Transition (PATT) eligible list.
If hired into a traineeship, successful completion of the established traineeship and concurrent probationary period will lead to an appointment to an Administrative Specialist 1, SG-18.
NY HELPS Qualifications:
Administrative Specialist Trainee 1 (SG-14):
Four years of experience performing or overseeing budget, human resources, or business services activities for an organization or program. OR;
Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience.
Administrative Specialist Trainee 2 (SG-16):
Five years of experience performing or overseeing budget, human resources, or business services activities for an organization or program. OR;
Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience.
Administrative Specialist 1 (SG-18):
Six years of experience performing or overseeing budget, human resources, or business services activities for an organization or program. OR;
Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Our telecommuting program offers up to 20% (two days per pay period) upon completion of at least three months of satisfactory performance and appropriate approvals. Additional policy guidelines and work hours may be discussed during the interview.
ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay: $51,809 Hiring Rate up to $91,409 Job Rate
Recruitment & Retention Pay: $7,000
This position may be filled as a traineeship. The starting salaries for this traineeship are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire.
$51,809 (Trainee 1, equated to SG-14)
$57,751 (Trainee 2, equated to SG-16)
$64,427 (Journey Level, SG-18)
