Job Specifics

Duties Description The New York State Education Department's (NYSED) Office of Education Policy is seeking candidates for an Assistant in Educational Planning and Evaluation position in the Office of Teacher and Leader Development. This Office is responsible for developing and implementing policies and programs that support the development of teachers and school leaders across the career continuum, including recruitment, retention, certification, evaluation, and professional learning. This Office also implements State-level strategies under the Every Student Succeeds Act (ESSA) to ensure that all students have equitable access to a high-quality education and assists LEAs in implementing high-quality professional learning. Duties of this position include, but are not limited to, the following:

• Provide assistance to LEAs in the design and submission of their Standards-based Evaluation and Professional Support (STEPS) Plans;
• Bring genuine curiosity and a collaborative spirit to interactions with LEAs, building trust through open dialogue and shared problem-solving;
• Apply creative and critical thinking to navigate complex or ambiguous implementation challenges;
• Assist in the development of guidance and other resources designed to support LEA implementation of teacher and principal evaluation and professional support systems;
• Anticipate emerging needs and proactively suggest resources and guidance to support LEAs as challenges arise;
• Review and analyze LEA teacher and principal evaluation and professional support systems to encourage integration of promising practices and ensure compliance with applicable law and regulations;
• Assist in the development of processes to identify, evaluate, and disseminate best practices in LEAs' systemic approaches to educator evaluation and professional support;
• Assist in the development of strategies and resources to address gaps in equitable access to a quality educational experience aligned with the State's equity work and ESSA requirements;
• Assist with the implementation of Education Law, Rules of the Board of Regents, Department field guidance, and all other relevant guidance materials related to teacher and principal evaluation and professional support systems;
• Assist in the ongoing collection of LEA teacher and principal evaluation data; and
• Perform other duties and special projects, as assigned.

Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
• A master's degree and two years of professional experience in education or in public administration, of which one year must be in an educational or governmental organization in an administrative position with major responsibility for one or more of the following: educational program planning, educational program evaluation, educational program auditing, educational program research, or educational program budget planning.

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Assistant in Educational Planning and Evaluation.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and meet the minimum qualifications.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive or non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
Verification of master’s degree and experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 10% in-state/Statewide travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.

This position leads to a maximum salary of $104,230 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
