• Assist with all program development and funding related activities as directed, including, but not limited to:
• Collect, maintain, track, and interpret information on program and project related costs and schedules, using Regional Program and Project Management databases.
• Assist with development and reporting of performance measures for Regional Capital Program delivery.
• Assure data quality through continued analysis and audit of available information.
• Independently prepare reports and presentations for Regional Executive Management.
• Prepare, document, and provide follow-up for processing funding agreements between NYSDOT and local municipalities to ensure timely execution.
• Review, process, and document reimbursement requests for federal funds.
• Perform additional duties as required to support program and project delivery related functions.
• In addition, the ideal candidate should have excellent computer skills, including Microsoft Word, Excel, and PowerPoint. Experience using Microsoft Access and ArcGIS, and the ability to learn new software programs are very desirable. Appointees must complete a two-year traineeship.
Responsibilities may include serving a role within the Incident Command System to support the
department’s response to regional and statewide emergency situations

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:
Capital Program Analyst Trainee 1:
Four years of experience reviewing individual capital projects against state and federal guidelines to determine eligibility for funding and to evaluate projects according to established criteria; monitoring the impact of project changes for their affect on expenditures; approving requests to obligate federal highway funds for capital project phases that have been authorized; assisting in the development and implementation of control and evaluation systems by determining statistical and financial measurements; explaining state and federal guidelines; modifying management systems in response to changes in legislation, regulations, and guidelines; and evaluating capital project cost information to prepare budget requests for capital funding.
Capital Program Analyst Trainee 2:
Five years of experience reviewing individual capital projects against state and federal guidelines to determine eligibility for funding and to evaluate projects according to established criteria; monitoring the impact of project changes for their affect on expenditures; approving requests to obligate federal highway funds for capital project phases that have been authorized; assisting in the development and implementation of control and evaluation systems by determining statistical and financial measurements; explaining state and federal guidelines; modifying management systems in response to changes in legislation, regulations, and guidelines; and evaluating capital project cost information to prepare budget requests for capital funding.
Senior Capital Program Analyst:
Six years of experience reviewing individual capital projects against state and federal guidelines to determine eligibility for funding and to evaluate projects according to established criteria; monitoring the impact of project changes for their affect on expenditures; approving requests to obligate federal highway funds for capital project phases that have been authorized; assisting in the development and implementation of control and evaluation systems by determining statistical and financial measurements; explaining state and federal guidelines; modifying management systems in response to changes in legislation, regulations, and guidelines; and evaluating capital project cost information to prepare budget requests for capital funding.
**Substitutions: An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
If chosen, you may, at the agency's discretion, be appointed to a higher level. You must inform the agency of any additional qualifications at your interview.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Applicants must be currently authorized to work in the United States on a full-time basis.
*For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
