Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Associate in Higher Education Opportunity position in the Office of Family and Community Engagement. This Office is responsible for assisting students with cradle-to-career college strategies in an effort to eliminate the achievement gap. The incumbent of this position will support the My Brother’s Keeper initiative in addition to other secondary and post-secondary opportunity program initiatives. Duties of this position will include, but are not limited to:

• Schedule and conduct site visits of school districts and postsecondary institutions statewide, including remote locations;
• Monitor grant-funded activities for compliance with statutes, regulations, and guidelines;
• Provide technical assistance to assigned school districts and postsecondary institutions through timely review of risk assessments, reports, site visits and daily communications;
• Coordinate the grant proposal review processes and approve award recommendations;
• Review and approve program budget proposals, amendment requests and final budget documents;
• Coordinate administrative and fiscal processes and procedures for SED-administered student support programs with OFCE leadership, the Deputy Commissioner, and other offices within the State Education Department;
• Develop, maintain, and update program guidelines (Request for Proposals), interim and annual reports, and program evaluation and reporting forms and formats, as necessary;
• Coordinate the administrative process to collect and analyze student performance data, to recommend program improvements on both the State and local project levels;
• Participate in planning and coordinating training workshops for and with local project personnel, evaluate such activities and prepare follow-up reports for future continuous improvement activities;
• Represent OFCE on interagency workgroups that develop State policy recommendations for integrating program legislative requirements with other student support related programs;
• Represent the State Education Department at meetings, workshops and conferences, as appropriate and assigned;
• Coordinate the development and preparation of reports to the Board of Regents, Commissioner, Governor and legislature, as appropriate; and
• Maintain familiarity with appropriate State legislation and regulations, and conduct review and analysis of proposed legislation and regulations for recommendations to amend legislation and/or regulations.

Minimum Qualifications NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

• A master's degree AND four years of professional administrative or educational experience in the United States in a college, university, postsecondary, or higher education agency; a cultural institution with degree granting privileges; or a professional association having oversight, regulatory, or coordinative responsibility for higher or professional education. Two years of this experience must have been supervisory.*

*A doctorate can substitute for one year of non-specialized experience.

PROMOTION: Current NYSED employees must possess one year of service as an Assistant in Higher Education Opportunity.

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Higher Education Opportunity.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and meet the minimum qualifications.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive or non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
Verification of master’s degree and experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 5% in-state/Statewide travel.

This position leads to a maximum salary of $125,001 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
