Job Specifics

Duties Description The Arts Team Associate for Special Projects prepares cultural service contracts and oversees distribution by clerical staff; monitors returned contracts; prepares returned contracts and encumbrances for processing; prepares materials for audit of contracts; contacts organizations for final reports; answers applicants’ questions about contracts and contracting process; analyzes financial information to determine contract compliance; and prepares statistical and written reports relating to the contract process.
Duties include, but are not limited to:
• Provide professional staff support to the Director of Special Projects, executive staff, and program directors on the Special Projects portfolio, initially including the Regions of Cultural Significance program, the Cultivating Havens for the Arts through Regional Murals (CHARM NY) program, and the State of the Arts fellowship program (embedding artist fellows in state agencies).
• Administer contracting requirements for special project procurements and grants, reviewing procurement and grant documents, including vendor responsibility and other compliance materials, for conformity with State requirements.
• Prepare statistical and analytical reports relating to the contract process, including tracking of project budgets, encumbrances, and expenses across the portfolio.
• Evaluate policies and proposals by conducting research and analysis; assess potential impacts, benefits, and risks; and develop evidence-based recommendations for executive staff and other stakeholders.
• Contribute to the development and delivery of public arts and cultural programs, including convenings, forums, and events related to project work, and coordinate scheduling and communications with artists, vendors, and partners.
• Maintain project records and documentation and prepare progress updates and other communications for senior leadership.
• Otherwise assist the Director of Special Projects and Arts Program Associates as assigned.

Minimum Qualifications Required for Appointment:
Six years of specialized experience involving arts and/or cultural programs, activities, or initiatives gained in a variety of settings including, but not limited to, nonprofit or commercial organizations; government and quasi-governmental entities; arts programs or components within non-arts entities (such as the arts program of an educational institution, communications organization, corporate entity, or philanthropic organization); or other public or private sector organizations performing one or more of the following:

• Designing or managing programs, projects, or initiatives, including project design, policy research, project planning, or implementation oversight, such as serving as a senior program officer, policy analyst, project manager, or strategy consultant.

• Convening, stakeholder engagement, and public programs, including planning and facilitating forums, panels, public events, partnerships, or coalition building, such as serving as a public programs manager, public engagement specialist, communications director, or government affairs officer.

*Substitutions: An associate’s degree may substitute for two years of specialized experience. A bachelor’s degree may substitute for four years of specialized experience. A master’s degree may substitute for five years of specialized experience; a JD may substitute for six years of specialized experience; a Ph.D. may substitute for seven years of specialized experience.

Preferred Qualifications:
• Experience supporting programs, projects, or initiatives in an arts, cultural, nonprofit, or government setting, including coordinating schedules, tracking budgets, and maintaining project records.
• Experience assisting with convenings, public events, or community engagement, including logistics and communications with artists, partners, and vendors.
• Research and analytical skills, including the ability to gather and organize information and present findings clearly in writing.
• Familiarity with contracting, procurement, or grants administration, or a demonstrated ability to learn State contracting and compliance requirements.
• Proficiency with Microsoft Office, particularly Excel, and comfort working in databases or grants management systems.
• Familiarity with, and interest in, the arts and culture sector of New York State.
• Highly organized and detail-oriented, with the ability to manage multiple assignments and deadlines.

NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.

Additional Comments • Travel may be required (approximately 15%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
• This position is based at NYSCA's office in Manhattan.
• The in-office requirement is a minimum of five days per two-week pay period.
