Job Specifics

Duties Description The New York State Senate Majority Conference seeks experienced candidates with a broad knowledge of New York State government and budgeting to fill the role of Deputy Secretary. The Deputy Secretary will report directly to the Majority Conference Finance Secretary; oversee a team of up to 10 staff; and manage diverse budget areas. The Deputy Secretary collaborates closely with members of Majority Finance staff to evaluate and negotiate budget proposals, track spending, and provide critical analysis of the fiscal implications of policy proposals.

The responsibilities of this role include:
• Oversee the review and analysis of the Executive Budget and provide in-depth briefings
• Direct the production of budget and other related materials in assigned budget areas
• Manage staff through the completion of complex projects
• Lead negotiations with partners on Executive and Assembly staff on behalf of the Majority Conference throughout the budget process
• Provide critical and accurate analysis to Majority Conference Leadership and senior staff on the fiscal implications of policy positions
• Meet with outside stakeholders throughout the legislative process as assigned
• Oversee the development of fiscal impact statements

Minimum Qualifications • A bachelor’s degree in public administration, public policy, political science, Finance, Economics, or a related or equivalent field. Master’s degree preferred
• Extensive experience (minimum 5 years) in government, public policy, public administration, public sector finance, or a related field
• Prior work experience in the State Budget process at a state agency, department of budget, Senate, Assembly, or Executive
• Supervisory experience managing a diverse staff of 5 individuals or more

The ideal candidate will have:
• Excellent communication skills, with the ability to communicate in verbal and written format effectively and professionally
• Strong organizational and time management skills, with the ability to prioritize competing tasks, meet deadlines, adapt to changing priorities, and work independently
• Demonstrable ability to work collaboratively in a fast-paced, high-pressure environment, working as part of a team

This is a full-time position based in Albany, New York. The salary is $140,000-160,0000 annually, and will be commensurate with education and experience. Working late into the evening and on weekends is a requirement during the Legislative Session. Occasional travel may be required to attend meetings, conferences, or other relevant events.

Additional Comments Salary range is $140,000.00 to $160,000.00, commensurate with education and experience.
