Job Specifics

Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. The Department of Financial Services is seeking candidates for the position of Deputy Superintendent for Insurance Data in the Insurance Division. Duties include, but are not limited to, the following:

• Standardizes data processes across the Insurance Division;
• Encourages data collaboration and shared learning across the division;
• Works with insurance bureaus to identify key data and develop strategies to ETL data into accessible area in Snowflake;
• Takes the lead on all public facing reporting across the bureaus;
• Owns the data quality processes across all bureaus;
• Serves as lead on data ingestion process, working closely with business units, data governance, and IT;
• Serves as lead on ad-hoc reporting to deliver timely and accurate data, especially under tight time constraints;
• Develops a team of data specialists to drive modernization initiatives;
• Creates a one-stop-shop for key insurance data that will feed regular reporting, such as the DFS Annual Report;
• Operationalizes key data governance capabilities and processes;
• Leads data quality issue remediation and other data quality activities within the Division;
• Builds data quality tooling capabilities (i.e. data quality checks on ingested data), drives adoption of data quality framework and guidelines;
• Develops Divisional data and business glossaries and drives adoption of data cataloguing guidelines and best practices;
• Creates data flow documentation/lineage for key systems;
• Creates trusted (authoritative) datasets and drives implementation of related workflows/approval processes;
• Collaborates with the enterprise Data Governance and Management Unit on decision-making processes and facilitates discussions to address conflicting viewpoints with the goal of arriving at mutually satisfactory agreements;
• Contributes to enterprise data governance program’s metrics and reporting, and leads adoption of data governance metrics/reporting within the Division; and
• Other duties as assigned.

Minimum Qualifications Preferred Qualifications

• 14 years of specialized work experience in Data Governance, Data Management, Data Stewardship, or Data Analytics.
o Substitutions: Associate’s degree may substitute for two years of specialized experience; bachelor’s degree may substitute for four years of specialized experience; master’s degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience; Ph.D. may substitute for seven years of specialized experience.
• 5 years of managerial experience, including a demonstrated ability to supervise large teams.

Appointment Method:

This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.

Salary: $180,562 - $223,625 (salary commensurate with experience)

Appointment Status: This is an appointment to a position in the exempt jurisdictional class.
