Minimum Qualifications *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). (*Please see below for further information).

Eligible for reassignment, transfer, reachable for appointment from the appropriate eligible list or must meet the following minimum qualifications:

Minimum Qualifications for a Promotional Appointment: must be a qualified employee of the New York State Department of Corrections and Community Supervision and have had one year of permanent competitive, non-competitive NY HELPS*, or 55-b/55-c service as an Industrial Training Supervisor 1, Industrial Training Supervisor 2 (any parenthetic) or Industrial Training Supervisor 3 (any parenthetic), or as an Office Assistant 3 (Calculations).

If you have received a permanent appointment to a qualifying title listed and served provisionally** in that title immediately preceding your permanent appointment, such provisional service may be counted towards meeting the time in title required for this

**One year of service in an Industrial Training Supervisor 1 is not qualifying for appointment from these eligible lists. Candidates in the Industrial Training Supervisor 1 will be qualified for appointment after advancement to the Industrial Training Supervisor 2 (any parenthetic) or Industrial Training Supervisor 3 (any parenthetic), and after one year of qualifying service as indicated above.

Employees appointed via the NY HELPS program to a qualifying title in the non-competitive class will have their names restricted from appointment from the eligible list until their position is covered-in to the competitive class by action of the New York State Civil Service Commission or otherwise obtain permanent competitive status in the position.

Minimum Qualifications for Open Competitive Appointment: A high school diploma, a high school equivalency diploma issued by a recognized state educational authority or a USAFI GED high school certificate, AND one of the following:

Either 1. six years of industrial manufacturing experience, of which three years must have been at the supervisory level;

Or 2. a certificate in Manufacturing Management from an accredited program AND five years of industrial manufacturing experience, of which three years must have been at the supervisory level;

Or 3. an associate degree or higher in engineering, industrial management, industrial technology, or manufacturing technology AND four years of industrial manufacturing experience, of which three years must have been at the supervisory level.

*For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status
converted to competitive status, without having to complete an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
