Job Specifics
Duties Description The NY State of Health (NYSOH) Bureau oversees the development, implementation, and operation of the NYSOH System – a key component of New York's Medicaid Enterprise Systems (MES) portfolio. The NYSOH System provides eligibility and enrollment services for Medicaid, Child Health Plus, the Basic Health Plan, and Qualified Health Plans, serving approximately 6.5 million people in New York State. One in three New Yorkers receives their health insurance coverage through the NYSOH System. Due to H.R.1 legislative changes, the NYSOH Bureau is required to implement numerous complex system modifications within a compressed timeframe. These changes necessitate enhanced interagency coordination, increased staffing, and the deployment of modern IT solutions to manage eligibility and enrollment, monitor progress, and support the ongoing needs of Medicaid recipients across New York State.
The Project Director will provide leadership and oversight for major initiatives that support H.R. 1. The incumbent will work closely with executive leadership, program staff, business partners and external vendors to guide projects from planning through completion. This role requires strong leadership, communication, organizational, and problem-solving skills, as well as experience managing large-scale systems, budgets and teams.
Project Management & Execution
Develop and operationalize IT project management controls, including detailed work plans, milestone tracking systems, resource allocation models, risk registers, and executive reporting structures to support timely completion of H.R.1 system design, development, and implementation deliverables.
Direct project staff, contractors, and cross-functional teams by setting priorities, assigning and reviewing work, monitoring deliverables, identifying resource needs, managing the IT budget, escalating barriers, and preparing executive-level updates, status reports, and strategic recommendations.
Monitor the status of all ongoing projects and resolve technical issues, problems, or conflicts that may arise across multiple initiatives.
Assist in the development of the IT budget in coordination with the organization’s finance and IT management.
Strategic Planning & Governance
Establish a comprehensive H.R.1 IT strategic roadmap to support centralized oversight of H.R.1 technology initiatives across multiple implementation timelines.
Collaborate with executive and senior management to develop and execute a strategic H.R.1 IT roadmap, consistent with enterprise policies, architecture and security standards.
Lead complex technology planning, solution evaluation, and systems analysis related to H.R.1and their impact on the existing NYSOH System. Recommend appropriate priority for requests for H.R.1 changes and services.
Perform administrative and strategic functions to assist the Deputy CIO in managing the operations of the NYSOH bureau.
Technical Oversight & Stakeholder Coordination
Coordinate implementation activities across multiple technology workstreams, including solution platform design reviews, internal and external interface specification reviews, software and tool set evaluations, and system development strategies.
Meet with business stakeholders and IT management to determine technical needs, requirements, program priorities, and implementation approaches.
Coordinate staff work in the preparation of software and tool set options for all planned projects and identify how new technology can be applied to initiatives.
Provide oversight of solution platform design reviews and internal and external interface specification reviews.
Vendor & Contract Management
Design and implement vendor coordination and contract management frameworks, including oversight processes, scope management controls, deliverable tracking, issue escalation procedures, and compliance mechanisms to ensure accountability across multiple system integrator engagements.
Consult regularly with contractors and work closely with vendor solution and technical teams to ensure alignment with the organization’s planning and support.
Resolve technical and scope issues across vendors as necessary.
Serve as a technology liaison with system integrators, vendor solution and technical teams, executive leadership, IT program management, and stakeholders regarding H.R.1 technology planning, system capabilities, compliance activities, and implementation approaches.
Minimum Qualifications Eleven years of experience in information technology management, enterprise systems planning and oversight, health care information systems administration, large-scale system development and implementation, IT strategic planning, vendor and contract management, IT governance, or technology program management, including experience with system development lifecycle methodologies, multi-vendor coordination, budget or financial oversight, stakeholder engagement, project management, performance monitoring, and development of technical, operational, compliance, or strategic deliverables; two of these years must have been at the managerial level.
