Minimum Qualifications Entry Level IT Opportunities Open to the Public (Online application required).
The NYS Office of Information Technology Services (ITS) provides statewide IT strategic direction, directs IT policy and delivers centralized IT products and services that support the mission of the State of New York. ITS provides centralized IT services to the State and its governmental entities with the awareness that our citizens are reliant on those services. At ITS, we set statewide technology policy for all state government agencies and monitor all large technology expenditures in the state, seeking efficiencies, lower costs and innovative solutions.
Our core IT title series is titled Information Technology Specialist and has a significant career ladder. These entry-level positions are filled via a list that is established through a free on-line training and experience questionnaire in which candidates meeting the minimum qualifications indicate job preferences, and complete a questionnaire for immediate placement on a list. As vacancies arise, candidates on the list will receive canvass letters to ascertain interest in specific opportunities. The minimum qualifications for the Information Technology Specialist 2and Information Technology Specialist 2 (Programming) positions are as follows:
Information Technology Specialist 2:
1. A bachelor's or higher-level degree in computer science, computer information systems, telecommunications, or management information systems; OR
2. a bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science courses; OR
3. a bachelor's or higher-level degree in any field and at least one year of the experience in the following computer related areas: network, server, storage, and systems management; telecommunications; IT customer support and training; computer installation, diagnosis and repair; technical writing; computer security; knowledge management; database administration, design and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing; OR
4. a minimum of 60 college semester credit hours including at least 15 credit hours in computer science courses and one year of experience in the computer related areas described in #3; OR
5. a total of two years of experience in the computer related areas described in #3.
Information Technology Specialist 2 (Programming)
1. A bachelor's or higher-level degree in computer science, computer information systems, telecommunications, or management information systems; OR
2. a bachelor's or higher-level degree in any field including or supplemented by 15 credit hours in computer science with at least 9 credit hours in programming languages; OR
3. a bachelor's or higher-level degree in any field and at least one year of the experience in the following computer related areas: computer programming; business/systems analysis; program design; or program testing; OR
4. a minimum of 60 college semester credit hours including at least 15 credit hours in computer science courses and one year of the experience in the computer related areas described in #3; OR
5. a total of two years of experience in the computer related areas described in #3.
Duties Description Information Technology Specialist 2 and Information Technology Specialist 2 (Programming) positions are filled throughout the NYS Office of Information Technology Services. The incumbents will conduct or assist in business/systems analysis and perform a variation of the duties noted below.
Duties for Information Technology Specialist 2, may include:
1. Documenting business systems or processes by describing all relevant factors including work flow processes and data input/output activities; describing data elements and overall program goals, objectives, and external considerations, such as federal and state legislative mandates; developing and administering a transactional, dynamic, or interactive website; or designing, developing, and administering database systems to support IT applications.
2. Gathering, organizing, and performing preliminary analysis of information about costs/benefits, advantages/disadvantages, and technical feasibility of designing and implementing proposed systems.
3. Participating in meetings and working with agency management, users, vendors, consultants, and IT staff to discuss IT solution options and to assist in recommending appropriate system platforms for meeting program requirements.
4. Assisting in analyzing the impact of implementing new or modified systems on computer resources and other agency programs; assisting with various design activities such as creating program specifications, work flow diagrams or structured charts, and logical data models; participating in the testing phase of application development such as assisting in the development of test plans, test conditions, and validation testing; developing, preparing, and assisting with documentation preparation for the system, including run books for computer operations staff, procedural manuals and online help instructions for users, and technical documentation manuals for IT staff; performing installation, administration, testing, and maintenance of hardware and software; deploying, configuring, or maintaining and assisting in developing and planning networked or telecommunications systems; assisting in the development of enterprise information security procedures and protocols; and providing and administering training in hardware and software technologies.
5. In addition to the above duties, supervision may also be required and will include activities such as providing technical direction on specific tasks and completing supervisory duties such as approving time off, signing timecards, and completing performance evaluations.
Duties for Information Technology Specialist 2 (Programming) may include:
Performing coding, testing, and debugging activities; planning and conducting application programming design; implementing new and revised systems; maintaining systems after implementation; conducting or assisting in business/systems analysis; documenting business systems or processes by describing all relevant factors including work flow processes and data input/output activities; describing data elements and overall program goals, objectives, and external considerations, such as federal and state legislative mandates; developing and administering a transactional, dynamic, or interactive website; designing, developing, and administering database systems to support IT applications; gathering, organizing, and performing preliminary analysis of information about costs/benefits, advantages/disadvantages, and technical feasibility of designing and implementing proposed systems; participating in meetings and working with agency management, users, vendors, consultants, and IT staff to discuss IT solution options and to assist in recommending appropriate system platforms for meeting program requirements; and assisting in analyzing the impact of implementing new or modified systems on computer resources and other agency programs.
