Job Specifics

Minimum Qualifications •Bachelor's degree in Finance, Accounting, and/or Business Administration.
•8+ years of progressive budgetary and/or finance experience and 3 years of experience supervising staff preferred. Equivalent relevant work experience will be considered.
•Position may be based out of New York City or Albany. If based in Albany, frequent travel to New York City is required.
•Knowledge of reporting and budgeting for grants a plus.
•Experience with New York State or federal budgeting processes, as well as familiarity with the NYS Statewide Financial System (SFS) beneficial.
•Proficiency in Word, Excel, Access, and Outlook is necessary, as is the ability to learn new computer applications.
•Strong interpersonal and communication skills required, including collaborating and communicating respectfully and professionally with executive-level management, staff, Department team members and outside agencies.
•Effective leadership and management skills required.
•Applicants must be hard working, motivated, well organized and task oriented, as well as able to work well under tight deadlines, establish priorities and oversee assignments to effective and timely completion.

Duties Description The Office of the New York State Attorney General’s Medicaid The New York State Office of the Attorney General’s Medicaid Fraud Control Unit (MFCU) is seeking a Finance Department Supervisor. This position is located either in the New York City or Albany area office. The mission of MFCU is to investigate and bring criminal or affirmative civil cases against individuals and corporate entities responsible for improper or fraudulent Medicaid billing schemes, as well as allegations of abuse and neglect of residents in nursing homes and other residential healthcare facilities. Many of our actions involve coordination with other state and federal civil and prosecutorial anti-fraud agencies resulting in large-scale recoveries that are returned to the Medicaid program.

SPECIFIC DUTIES INCLUDE, BUT ARE NOT LIMITED TO:
•In collaboration with the Deputy Finance Department Supervisor, other Finance Department staff and executive management, prepare and provide annual budget of approximately $58 million which is awarded based on a federal grant and is coordinated across federal and New York State fiscal years.
•Daily supervision of Finance Department operations, including managing a six person staff, to ensure the accurate and timely processing of accounts payable, purchase orders, travel expenses and payroll processing; effective monitoring of account receivables.
•Managing activities of the Finance Department by communicating proper procedures; assigning responsibilities; monitoring, supervising and managing staff performance; preparing employee evaluations; ensuring Unit compliance with grant limitations; effectively sharing information and working collaboratively with executive management; and coordinating with other disciplines and departments within the Office, as well as outside agencies and entities.
•Working closely with and under the supervision of the Chief Administrative Officer to ensure budgetary goals are strategically planned, developed, implemented, accurately communicated, successfully achieved, and monitored in accordance with departmental and organizational missions.
•Reviewing existing MFCU Finance Department workload, practices and processes and make recommendations to executive management on how to streamline processes/improve the Department’s effectiveness. Lead and train the staff on best practices.
•Effectively monitor and appropriately disburse restitution and settlement monies received.
•In compliance with U.S. Department of Health and Human Services Office of Inspector General (HHS OIG) regulations and reporting requirements, prepare and provide timely quarterly budget reports to executive management for approval, including detailed explanations of actual expenses and budget variances; prepare other necessary budgetary and finance reports as appropriate, in consultation with executive management.
•Proactively identify and advise, on a timely basis, potential budgetary and/or finance issues; advise and recommend actions to executive management, as appropriate, to ensure the achievement of the approved budget.
•Working with executive management to prepare for and respond to periodic HHS OIG financial audits.
•Perform special projects and assignments as assigned by management.
