Minimum Qualifications MINIMUM QUALIFICATIONS

Promotional:
One year of service as a Human Rights Specialist 2 or two years of service as a Human Rights Specialist 1 or Human Rights Specialist 1 (Spanish Language).

Non-competitive:
Eight years of professional experience, including one year of supervisory experience in human rights, civil rights, or housing and community development programs.

Substitution:
A Bachelor’s degree may substitute for four years of the required professional experience; a Master’s degree in public administration, public policy, public finance, or a field closely related to human rights such as human or social services, civil rights or community development substitutes for an additional year of non-supervisory experience; a Doctorate in a related field substitutes for two additional years of non-supervisory experience.

PREFERRED QUALIFICATIONS

• Law Degree strongly preferred.
• Prior management or supervisory experience strongly preferred.
• Ability to handle a high volume, high pressure environment.
• Demonstrated commitment to civil rights or human rights.
• Experience in conducting and supervising investigations strongly preferred.
• Demonstrated work in or knowledge of the region in which the incumbent is to serve.
• Strong communication (including written) skills.

Duties Description DUTIES: The Human Rights Regional Manager 1 will be responsible for overseeing the work and operations of the Brooklyn Regional Office to ensure that the office is meeting the mission of the New York State Division of Human Rights Law (“Law”) and the vision of the Commissioner, which includes, specifically, planning and directing the regional office, including developing an annual operations plan, and monitoring compliance with internal controls, agency policies, and procedures; directing the intake, discrimination case investigation, and resolution of complaints alleging unlawful discrimination; developing and implementing an outreach plan to promote understanding of the practical implications of the Human Rights Law, and improving community understanding of the services the Division provides, and represents the Division with the press and public; serving as liaison with local politicians, community groups, public interest groups, and other constituents in identifying problems in the region and developing solutions; advising management and the legal team on the strategy for handling sensitive human rights cases in an assigned region; performing the full range of supervisory duties, including performance evaluations, employee selection, and time and attendance.

Additional Comments Downstate employee receive an extra $3,026 in location pay annually.

Starting salary for a new State employee will be $79,184.
