Job Specifics

Minimum Qualifications Eleven years of professional level work experience, two of which must have included managerial, decision-making, and/or oversight of a major health-related program or in the direction of a major administrative function of a large health-related organization. A bachelor’s degree may substitute for four years of the general professional experience.
PREFERRED QUALIFICATIONS
Preferred candidate should have excellent written and oral communication skills; experience in implementing large programs, knowledge and professional experience working in Medicaid and Medicare, and Managed Care Plan knowledge and professional experience. Exemplary interpersonal skills, including the ability to represent the Department in public forums, engage stakeholders, and effectively communicate policies, proposed and new initiatives, and program guidance and directives. In addition, the preferred candidate should have comprehensive understanding of the scope of long term care in NYS and State and Federal laws, rules, policies and regulations governing long term care and home and community based services; established relationships with NYS long term care community based services providers, plans and stakeholder organizations; experience managing Medicaid long term community based programs; experience with quality assurance/quality improvement processes; legislative, regulatory and policy development experience related to home and community based programs. Desired candidate will possess strong management and supervisory skills and experience in a policy-making organization, and the ability to effectively manage competing priorities.

Duties Description Working within OHIP’s Division of Long Term Care, the Health Program Director 1 will oversee the Bureau of Managed Long-Term Care and other LTC initiatives as determined by the Division Director. The incumbent will be responsible for the oversight of the planning, implementation, evaluation, quality and reporting of the NYS Managed Long Term Care (MLTC) programs including the Fully Integrated Dual Advantage (FIDA) demonstration program, the Medicaid Advantage Program (MAP), and the Program of All-inclusive Care for the Elderly (PACE), and Medicare Advantage; oversight of the Bureau of MLTC Systems, Policy, Program and Contracts, Surveillance and Technical Assistance Center (TAC); support the goals and objectives of the MRT Long Term Care initiatives and Medicaid Global Spending Cap; serving as a liaison between senior level executive staff and program staff to advance long term care system reform, including the review and approval of policy and program reports for external dissemination, providing policy recommendations to upper-level management and responding to critical and high-profile issues and requests for information; representing the agency as a liaison with other governmental entities on a State or federal level and managing relationship with diverse stakeholders, including stakeholder outreach, education and engagement; developing, planning, and executing strategic and innovative LTC policies and initiatives to improve the delivery of services to Medicaid’s long term care and duals population and advance the goals of the Division of Long Term Care; providing strategic direction to staff, including formulating a comprehensive approach to meet all program requirements and verifying performance of contract deliverables and compliance with program standards; oversight of the development and implementation of program evaluation and quality assurance metrics for program operations; identifying optimal strategies for planning, prioritizing, and evaluating programs; identifying opportunities for program innovation; developing State health policy regarding the delivery and oversight of home and community based care to NYS residents; preparation of annual budget requests; monitoring LTC expenditures and cost saving opportunities under the Global Cap; developing and coordinating bureau staffing plans and changes; coordinating bureau resources; and providing supervision, training, support, and guidance to staff as needed.
