Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Senior Administrative Analyst.

Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list may be considered for appointment. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.4 Transfer to Administrative Analyst Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Administrative Analyst Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-11 or higher AND have standing on the Public Administration Trainee Transition (PATT) eligible list or Professional Career Opportunities (PCO) eligible list AND possess a bachelor’s degree.

Duties Description The New York State Education Department’s (SED) Office of the Professions (OP) is seeking candidates for a Senior Administrative Analyst position. The incumbent of this position will work as a member of the technology team performing analysis, business process improvement, and training as the office moves forward with new technology initiatives which will improve customer service to individuals and businesses in New York State. Duties of this position include, but are not limited to, the following:

• Work with Board Offices, Professional Education and license processing staff to understand and map applicable laws, rules and regulations governing the professions and the steps required to approve applicants and process professional licenses;
• Work with business staff to identify and understand business rules and license types and ensure that these are successfully configured into a new system;
• Document business process flows and analyze “as-is” business processes, working with subject matter experts to refine these processes using best practices to develop more effective and efficient processes in the new system;
• Support ongoing system configuration, prepare updates to training materials and written instructional aides to enable users to more efficiently and effectively perform their duties, and develop new reports, as requested;
• Deliver training to new employees in processes and techniques required to work with Office of the Professions technology;
• Provide first level system support to staff and act as liaison to and/or member of the OP System Support Team;
• Assist various units within OP to maintain an appropriate level of customer service and functionality throughout implementation of new technology initiatives and enhancements; and
• Participate in review and testing of designed technology solutions.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

This position may be filled as a traineeship. The salary above applies to candidates appointed to Senior Administrative Analyst, SG-18. The salary for candidates appointed to Administrative Analyst Trainee 1 starts at $42,986 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

* Leads to a maximum salary of $71,980 based on annual performance advances.
