Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Assistant in Education Improvement Services.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Assistant in Education Improvement Services. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.4 Transfer: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Assistant in Education Improvement Services if they are a current NYS employee with one year of permanent competitive or 55 b/c service in a title salary grade 20 or higher AND have standing on the Assistant in Education Improvement Services eligible list.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Assistant in Education Improvement Services position in the Charter School Office. The mission of the Charter School Office is to create and sustain quality educational options for families in New York State on behalf of the Board of Regents. The Office strives to accomplish this through high quality authorization and oversight of the Board of Regents portfolio of 92 charter schools, fair and transparent oversight of all charter schools, and dissemination of information about effective school design and practices. Charter School Office staff facilitate a rigorous new school application process, monitor the implementation of school charter agreements between the Board of Regents and its schools, conduct comprehensive evaluation of charter school performance according to a clear and transparent performance framework, and make renewal and closure recommendations to the Board of Regents. The incumbent of this position will focus primarily on performance oversight and evaluation of charter school financial and academic outcomes across New York State. Duties of this position include, but are not limited to, the following:

• Assist with implementation of procedures, protocols, and guidelines for monitoring and evaluating Board of Regents authorized charter schools, including site visits, renewal visits, performance monitoring, charter revisions, non-renewals, revocations and closures;
• Provide technical assistance to charter schools across New York State;
• Assist with collection, review and analysis of data and reports submitted by Board of Regents-authorized charter schools to assess student outcomes, financial risk and performance benchmarks;
• Serve as school evaluation team leader for site visits at charter schools across New York State, including coordination with schools in advance of a visit, coordination of qualified site visitors to conduct focus group interviews, classroom observations, data gathering and document review;
• Complete written reports and develop, support, and direct the activities of consultant and volunteer school site visitors;
• Assist in the development of written recommendations, reports, or memoranda containing policy and evidence-based analysis related to charter renewal, non-renewal and revocation for consideration by Department leadership and the Board of Regents;
• Assist with the collection of program data, preparation of relevant reports on charter school initiatives, and respond to inquiries;
• Collaborate with liaisons to Board of Regents-authorized charter schools to ensure timely and effective completion of monitoring and evaluation work;
• Serve as the primary liaison to a subset of Board of Regents-authorized charter schools to ensure supportive timely responses to questions and correspondence;
• Work with other Department offices to plan and implement events supporting strong outcomes for schools and students through online webinar platforms as well as in-person events;
• Assist with the implementation of procedures, protocols, and guidelines to evaluate applications to establish new charter schools authorized by the Board of Regents, and provide guidance and oversight during the planning period to ensure compliance with all applicable rules, laws and regulations prior to opening for instruction; and
• Perform other duties as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position will require travel 20% of the time to Western New York and New York City, among other locations.

* Leads to a maximum salary of $88,124 based on annual performance advances.
