Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Continuing Education.
Eligible List Appointment: Candidates must be reachable on the Associate in Continuing Education Civil Service eligible list. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c services as an Associate in Occupational School Supervision.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a non-permanent provisional appointment may be considered. For non-permanent provisional appointment, candidates must have a master’s degree or higher AND four years of professional experience in continuing education, as described below. Two years of this experience must have been in an oversight or administrative capacity responsible for:
Either A. the provision of professional development and technical assistance;
Or B. the development and implementation of a continuing education program.
Qualifying Experience: Continuing Education is the instruction of out-of-school youth and adults in such areas as: employment preparation, adult basic education, life skills, General Education Development (GED) or High School Equivalency (HSE) test preparation, post-secondary transition, workplace literacy, adult literacy, and specialized instruction for Limited English Proficient/English Language Learners (LEP/ELL). Experience as a K-12 classroom teacher or as a college professor will NOT be considered as meeting the experience requirements.
NOTE: The Civil Service examination for this title has been announced and is scheduled for January 19, 2019. In order to be considered for a non-permanent provisional appointment, you must have applied for and been approved to take the Associate in Continuing Education examination. The deadline to apply for this examination was December 5, 2018.
Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Associate in Continuing Education position in the Office of Career and Technical Education (CTE). The Office is responsible for secondary-level Career and Technical Education instructional activities, administration of the Carl D. Perkins Career and Technical Education Improvement Act, and civil rights reviews that insure compliance with five federal civil rights laws and federal methods of administration guidelines. Duties of this position include, but are not limited to, the following:
• Create a targeting plan for submission to the U.S. Education Department’s Office of Civil Rights (OCR) that provides a risk assessment and determination of those programs with the greatest potential for civil rights noncompliance based on an analysis of school enrollment, performance, and employment data;
• Conduct on?site reviews that focus on the identification and remediation of discrimination on the basis of race, color, national origin, sex, disability and age in CTE programs across the state;
• Prepare letters of findings, negotiate, approve, and monitor compliance plans until completed;
• Develop the biennial report to be submitted to OCR;
• Conduct Perkins grant activities such as review recipient plans, applications, and budgets;
• Provide technical assistance to the field regarding grant requirements and CTE data reporting;
• Conduct professional development while working with the external CTE organizations and SED contractors on written guidance and training projects as well as RFP development and scoring; and
• Complete other duties, as directed, to foster CTE programs throughout New York State.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent or non-permanent provisional appointment. Promotions and transfers may change appointees’ negotiating unit. Verification of degree will be required for all candidates at the time of interview.
* Leads to a maximum salary of $105,681 based on annual performance advances.
