Job Specifics
Minimum Qualifications Appointment to this position requires a person to be certified as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208 and has not let such certification be classified as "inactive" pursuant to 19 NYCRR 1208-3.5(a) and also have six years full-time experience in any combination of:
Either the enforcement, inspection, development, or teaching of building or fire codes;
Or the design of buildings in a position such as a specifications writer, draftsperson, architect, or engineer.
Substitution:
In addition to the current certification as a Code Enforcement Official as stated above, a degree in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering may be substituted for applicable experience, as follows: two years for an associate's degree, and four years for a bachelor's degree.
Duties Description The Division of Building Standards and Codes (DBSC) has an opening for a Code Compliance Specialist 1 (CCS-1) in Binghamton, NY. Code Compliance Specialists in the Department of State may perform a variety of duties, depending on the background, interest, and qualifications of the individual. The mission of the DBSC is to ensure the health and safety of New Yorkers through building code enforcement, fire prevention, and energy conservation. Below are some of the functions that a CCS-1 may perform in the DBSC.
Educational Services Unit – The Educational Services Unit provides a statewide code enforcement training program. Code Compliance Specialists in this Unit may be responsible for:
• Developing and updating basic training and in-service training course material;
• Providing basic training and in-service training courses throughout the state; and
• Reviewing and approving in-service training courses prepared by private instructors.
Technical Services Unit – The Technical Support Unit provides a service to the code enforcement community, design professionals, and the public. Code Compliance Specialists in this Unit may be responsible for:
• Answering code related questions raised by code officials, design professional, and the public; and
• Assisting design professionals in the preparation of Technical Bulletins, Code Interpretations, and monthly editions of the Code Outreach Program.
Code Development Unit – The Code Development Unit assists the State Fire Prevention and Building Code Council by providing technical support to the Council. Code Compliance Specialists in this Unit may be responsible for:
• Assisting design professionals with reviewing, backchecking, and updating the Uniform Code and Energy Code; and
• Assisting design professionals with reviewing local standards for construction.
Inspection Unit – The Inspection Unit administers the Uniform Code and Energy Code in counties that have elected not to enforce the code. The Unit, in conjunction with the Department of State’s Division of Licensing, also administers the State’s manufactured housing program. Code Compliance Specialists in this Unit may be responsible for:
• Issuing building permits;
• Performing construction inspections and annual fire safety and property maintenance inspections;
• Issuing warranty seals to installers of manufactured homes;
• Assisting the DBSC in the administration of the manufactured home dispute resolution program;
• Provide and oversee manufactured home installation training provided by private trainers; and
• Assisting the DBSC in the enforcement of the State Plan for Manufactured Housing.
Oversight Unit – The Oversight Unit is responsible for investigating complaints against municipalities, code enforcement personnel, and code enforcement programs. The Oversight Unit is also responsible for maintaining annual reports and auditing code enforcement training records. Code Compliance Specialists in this Unit may be responsible for:
• Receiving, processing, and investigating complaints related to the function of the Unit.
Emergency Management Unit – The Emergency Management Unit is responsible for maintaining the Code Enforcement Disaster Assistance Response (CEDAR) program. Code Compliance Specialists in this Unit may be responsible for:
• Providing post-disaster building damage assessments;
• Supervise volunteer code enforcement disaster assistance response program participants; and
• Providing training throughout the state.
All Code Compliance Specialists in the DBSC are expected to provide technical support to the Division and the public concerning the Uniform Code and Energy Code.
Additional Comments Appointment to certain positions requires extensive travel within a designated area of assignment, for these positions the amount of travel may increase up to 80%.
