Minimum Qualifications Candidates must possess a Bachelor’s degree in a human services field, hospital, healthcare, public, or business administration, or related field; and seven years of clinical, administrative, and/or supervisory experience in a mental health, public health, healthcare, and/or managed care setting, two years of which must have included managerial experience in at least one of the following areas:
• Policy development for a statewide mental health, public health, health care, and/or managed care program.
• Quality control, quality assurance, or quality improvement in a mental health, public health, health care, and/or managed care program.
• Program planning, design, implementation, or evaluation in a mental health, public health, health care, and/or managed care program.
• As a county director of mental health.

Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill one Mental Health Program Manager 1, M-4, position in the Office of Quality Management (OQM), Bureau of Clinical Risk Management (CRM). Under the general direction of the Deputy Commissioner of the Office of Quality Management (OQM), the Mental Health Program Manager 1, M-4, directs the Bureau of Clinical Risk Management (CRM). The incumbent develops, implements and monitors clinical risk management processes that are designed to protect the health and safety of consumers and enhance the quality of care provided in Office of Mental Health (OMH) operated and licensed providers. The Director oversees and manages the clinical risk management, risk reduction, technical training and incident management functions. Additionally, the incumbent serves as a high-level liaison to the Justice Center for the Protection of People with Special Needs (Justice Center) in corrective action plans, abuse and neglect allegations and investigations and coordination of reporting.

Specific duties include, but are not limited to, the following:

Direct and manage Bureau of Clinical Risk Management operations and staff, including management planning, policy, and decision-making with regard to clinical risk management, risk reduction, training and incident management functions.
• Formulate and recommend policies and procedures regarding Bureau activities.
• Represent CRM in internal and external meetings with other agencies.
• Provide written monthly reports, as well as regular verbal summaries, regarding incident reports and investigations as well as other Bureau activities to the Deputy Commissioner of OQM.
• Prepare Annual Spending Plan for the CRM, managing appropriate use of fiscal and staff resources throughout the fiscal year.
• Lead requests for ad hoc information prioritizing attention to detail, timeliness and accuracy.
• Collaborate within OMH and with other state agencies on risk reduction and incident management in order to facilitate the alignment of policies and activities as they relate to the identification and management of adverse events (incidents). Develop and implement clinical risk management policy recommendations and communicate new policies and changes to appropriate stakeholders.

Provide programmatic oversight and management to all Central Office Clinical Risk Managers (CRMs) and staff in the implementation of Clinical Risk policy and procedures.
• Provide administrative supervision and consultation to CRMs.
• Lead CRM’s analysis of incident data to identify incident patterns and trends. Participate in Office of Quality Management initiatives related to such trends.
• Conduct reviews of incident reports and investigations from State operated and licensed facilities and recommend appropriate follow-up. Ensure timely and appropriate follow-up by Central Office CRM’s.
• Provide oversight and direct the process of state operated and licensed provider submission of Root Cause Analyses to OMH to ensure that all identified systemic risk is addressed promptly by the appropriate staff or departments.
• Oversee and assist Central Office CRM’s with the completion of Special Investigations and provide the Deputy Commissioner of OQM with appropriate updates.
• Oversee the administration of incident review teams provided by OMH Regional CRM’s.
• Work collaboratively with OMH Field Offices to develop plans of risk mitigation for identified clinical risk at all OMH licensed providers.
• Communicate all CRM process changes and quality improvement needs with OMH Psychiatric Center quality management teams.

Serve as a high-level management liaison with the Justice Center management in corrective action plans, abuse and neglect allegations and investigations and coordination of reporting.

Direct strategic risk reduction efforts:
• Provide management oversight and direction in the operation of the OMH Customer Relations line, which fields calls ranging from requests for Mental Health referrals to complaints of alleged abuse. Ensure the timely and appropriate response to complaints of alleged abuse made to OMH. Ensure that 24/7 coverage is available at all times to ensure that clients who are the victims of alleged abuse are provided a safe environment to report allegations.
• Manage the timely and complete review of Significant Incidents and Corrective Action plans (CAPS).
o Manage the review and approval of all significant incident dispositions while ensuring staff create, update, and close CAPS in the Vulnerable Persons’ Central Registry.
o Manage all on-site incident management investigations and on-site reviews conducted at State and Licensed Mental Health facilities.
o Provide direction to ensure that staff develop logical, efficient, and reasonably complete activities duly documented and executed by staff, acting within the scope of their authority.
o Provide periodic review and evaluation of existing practices to determine procedures are being adhered to and adequately documented by staff.
• Direct and oversee the New York State Incident Management and Reporting System (NIMRS) which serves as the agency’s incident tracking and management database.
o Lead Central Office CRM’s analysis of incident data to identify patterns and/or trends of incidents.
o Ensure that NIMRS incident tracking is consistently maintained and modified to meet the needs of the Agency.
o Direct the development of regular and ad hoc reports.
